Description
The Department of Commerce, National Oceanic and Atmospheric Administration (DOC/NOAA) plans to seek proposals from small business firms for participation in Phase I of the Fiscal Year 2007 NOAA Small Business Innovation Research (SBIR) Program. The Phase I of the SBIR program implements the Small Business Innovation Research Re-Authorization Act of 2000. The purpose of Phase I of the SBIR program is for firms to conduct research and development which will allow the Government to determine the scientific or technical merit/feasibility of concepts/ideas and quality of performance as a prerequisite for further DOC/NOAA support which may follow in Phase 2 of the program. Any organizations/individuals receiving awards under the Phase 1 could be eligible to compete for a Phase 2 award. The following are the NOAA R&D topics available for Phase I: Ecosystems, Climate, Weather and Water, and Commerce and Transportation. The SBIR solicitation will be issued on or about October 3, 2006. The SBIR solicitation will be available at this Federal Business Opportunities website (www.fbo.gov) and on the NOAA website at www.ago.noaa.gov/ad/sbirs/index.shtml. Do not click here for solicitation before October 3, 2006. Please do not submit questions at this time. After release of the solicitation, it will be the offeror's responsibility to monitor this site for any amendments to the solicitation. The Government anticipates making multiple Phase 1 awards each with a period of performance of six (6) months and a budget not to exceed $95,000.00. Any organization/individual submitting a response to the solicitation must have current registration in the Central Contractor Registration (www.ccr.gov). General SBIR related inquiries may be directed to the NOAA SBIR Program Manager, Dr. Joseph Bishop at 301-713-3565 or email: joseph.bishop@noaa.gov.
