- The U.S. Department of Energy (DOE) Headquarters, Office of Policy and International Affairs, intends to award a sole source purchase order to Haverly Systems, Inc., of Denville NJ, for proprietary computer software licenses, training and support of its application GRTMPS Refinery LP Modelling System (G4) with interface modules and its H/Xpress LP Optimization Software, with training and maintenance support. This software is used by the Environmental Protection Agency (EPA) to support its mobile source rulings, and is mission-essential to DOE to preclude unacceptable differences between the EPA and DOE analyses of refinery industry regulations and pending legislation; DOE is mandated to provide these analyses. The proposed award will be for a period of one calendar year. This proposed action is for services for which the Government intends to solicit and negotiate with only on source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 10 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
