Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-06-1041 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure a Bioacore? T100 Processing Unit from Biacore Inc, 200 Centennial Ave., Ste 100, Piscataway, NJ 08854. The section on Natural Products Chemistry, LBC, NIDDK carries out research whose aim is to develop inhibitors that will block infection by HIV and the bacterium Mycobacterium tuberculosis. In addition to biological assays that measure effects on pathogens, an equally powerful approach to evaluate small molecule and protein inhibitors involves measuring the strength of binding, and the rates at which these interactions occur. The only technique that can provide these highly valuable measurements on microgram quantities of material is known as surface plasmon resonance (SPR). The following specifications shall be included in the system: 1) The lab will be routinely measuring binding constants on solutions ranging from picomolar to millimolar concentrations and Kds, the instrument shall perform at these extremes, as well as in the middle, with equal accuracy and sensitivity. 2) The lab will be immobilizing both small molecules and proteins onto the surface chips through a variety of different methods, including covalent modifications and affinity interactions, the instrument must be compatible with these different surface chemistries. In addition, because of the immobilizing antibodies, proteins, membranes and receptors, the chemistry of the chip must be compatible with such macromolecules. Dextran-based surfaces have been proven to work well for these needs. 3) The chips used for immobilization must have a proven track record of being reusable. This is critical because the reagents being used are extremely expensive and cannot be replaced. 4) The T100 instrument will be an upgrade/rebuild of an older Biacore 3000 system. Biacore? Biacore T100 Warranty: Priority Service response time; insurance coverage against any unexpected breakdown; One (1) Preventive Maintenance Visit (excludes Preventative Maintenance Kit); Priority technical support vial email, telephone, and internet; priority assistance with assay development, data analysis and troubleshooting, including one (1) on-site visit per year; One (1), one day, on-site Biacore Fundamentals training course or Biacore Applications seminar. Biacore T100 system Installation Extra Consumables credit Shipping charges This notice of intent is not a request for competitive quotations; however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 20, 2006. The quotation must reference ?Solicitation number? NIH-NIDDK-06-1041.
