Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-06-1038 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure a Picosecond Laser System that would be suitable for pursuing picosecond time-resolved X-ray studies of structural dynamics in proteins. This laser system will be installed on the BioCARS time-resolved X-ray beamline (Sector 14) at the Advanced Photon Source in Argonne, IL. The picosecond laser amplifier must be capable of generating 1-2 picosecond, 790 nm pulses at a repetition frequency of 1 kHz with < 2% rms pulse energy fluctuations. These pulses must be synchronized to an external 70.4 or 88 MHz RF source to a precision better than 1 ps rms. The amplifier must be externally triggerable to a precision of 1 ns from 1 Hz to 1 kHz. The beam divergence must have an M-squared < 1.5, and the amplifier should be designed to minimize Kerr lensing. The pump laser(s) for the picosecond amplifier should be cooled by a water-to-water heat exchanger to minimize heat dissipation in the laser lab. The laser system must include a ps TOPAS optical parametric amplifier (OPA from Light Conversion, Ltd.) with tunability from 230 nm to 2 microns, and its pump pulse energy must be sufficient (4.5-5 mJ) to generate at least 100 microjoules pulse energy at the 4th harmonic of the Signal (320-380 nm range). The TOPAS must be equipped with harmonic separators to isolate the desired wavelength over its tuning range, and must include Light Conversion?s polarization control accessory to set the polarization of the target wavelength to vertical. The entire system must fit on a 4?x10? optical table with sufficient space left over for installing the beam separation and beam steering optics needed to deliver the picosecond pulses from the laser hutch to the X-ray hutch. The laser system should be delivered in mid-November, 2006. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition.
