Description
The National Cancer Institute (NCI) plans to procure on a sole source basis, the brand name Miltenyi Biotec autoMACS Separation Unit, automated cell sorter, laminar hood set, and related accessories: (model numbers: 130-090-273, 130-090-333, 130-090-334, 130-090-337, and 130-090-775) or equal. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12, under the authority to use simplified procedures for commercial requirements as provided in FAR 13. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Statement of Work: Contractor shall provide the Miltenyi Biotec autoMACS Separation Unit, automated cell sorter, laminar hood set and related accessories or equal. 1 The following salient characteristics apply: 1) Magnetically sort cells isolating specific sub-populations or cells or virus from larger heterogeneous populations. 2) Positive selection or depletion of biomolecules without effecting functions or viability. 3) Shall consist of a microprocessor-controlled syringe pump, magnets, and replaceable column matrices for cell separation. 4) Positive pressure delivery which eliminates frustration of a gravity-fed system. 5) Shall not be more than five (5) square feet, four (4) feet wide and three (3) feet deep. 2 Delivery: Contractor shall deliver the item within thirty (30) days after award to: NIH/NCI Bethesda, Maryland 20892. Upon delivery, contractor must notify the NCI Project Officer to schedule the delivery date and time. 3 Installation: Contractor shall install the equipment and have ready to use within seven (7) days after delivery. 4 Training: Contractor shall provide training (at no additional cost to the Government) on proper use of equipment, software and related use for one (1) NCI researcher at above location within one week of installation. 5 Payment: Payment shall be made after delivery and installation of equipment, upon Government acceptance. Justification: The AutoMACS system uses magnets as the separation mechanism to isolate certain cell lines from larger populations of cells. This mechanism allows for a greater range of separation to take place based on the parameters set forth in the experiments. The magnetic approach to cell separation allows for a larger cell population that is able to continue functioning without signification cell mortality. Results from previous experiments will therefore be comparable to future results, without costly and timely retesting. Much of the laboratory research involves the separation and counting of various cell lines and types. The purchase of the AutoMACS Separation unit is vital to the research being conducted currently and of that in the future. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 pm EST on September 15, 2006. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendor?s responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration/certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
