Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis for services regarding: Publication of a supplement to the Quality of Life Research Journal on Health Outcomes Measurement with the International Society of Quality of Life Research (ISQLR), 6728 Old McLean Village Drive, McLean, Virginia 22101. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. This publication is presentations from the conference on ?Advances in Health Outcomes Measurement: Exploring the Current State and the Future of Item Response Theory, Item Banks, and Computer-Adaptive Testing.? This conference focused on well-developed, innovative methods for improving patient-reported outcomes assessment based on the applications of item response theory (IRT) modeling. Internationally recognized leaders in the field discussed: 1) the science of health outcomes measurement; 2) the strength of IRT modeling for evaluating questionnaire properties and developing short forms; 3) the importance of assessing measurement equivalence for instruments administered in different languages or cultures; 4) the methods to link or equate instruments on a common metric; 5) the issues and challenges one faces to develop item banks; and 6) how clinical research and practice will benefit with the availability of computer adaptive testing (CAT). The monograph shall be published in this special issue, April 2007, ?Advances in Health Outcomes Measurement: Exploring the Current State and the Future of Item Response Theory, Item Banks, and Computer-Adaptive Testing.? ISOQOL is the only contractor known to the NCI to fulfill the objective of publishing this monograph as they publish the journal Quality of Life Research. It is one of the most prestigious journals to publish outcomes research and is a widely read international journal. Publication in Quality of Life Research will ensure that the information reaches the intended audience of outcome researchers and investigators interested in item response theory applications. ISOQOL?S Quality of Life Research is an international, multidisciplinary journal devoted to the communication of original research, theoretical articles and methodological reports related to the field of quality of life in all the health sciences. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 20, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
