Description
In accordance with Simplified Acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) intend to procure on a sole-source basis with the Karolinska Institute, Department of Medical Epidemiology, Stockholm, Sweden, for a one year base period with a one year option, for data on 300 IgM MGUS cases diagnosed in Northern and Eastern Sweden between 1985 and the present. The DCEG has recently conducted a population-based case-control study on multiple myeloma (MM) using linked registry data from Sweden. Compared with controls, risk of MM was almost 2-fold significantly increased in relatives of cases. Risks were close to 4-fold elevated among female relatives and relatives of female MM probands. Relatives of MM cases had an elevated risk of Waldenstrom?s macroglobulinemia (WM) and monoclonal gammopathy of uncertain significance (MGUS), but the numbers were too small for statistical analysis. For these studies to continue to be successful and maximally informative, it is necessary that the DCEG expands its studies by using integrated detailed clinical, diagnostic/prognostic and population-based data with a long-term follow-up. To accomplish this goal to estimate personal/familial risks of lymphorproliferative (LP) development among MGUS cases and their relatives (compared to controls) and to examine the association between MGUS and autoimmune conditions in a timely fashion, the DCEG is planning to conduct a case-control study including IgM MGUS cases, their matched controls and first-degree relatives of cases and controls. MGUS was originally defined by Dr. Waldenstr?m?s group at Malmo University Hospital in Sweden in the 1950s, reflected in a early nationwide interests in MGUS among active clinicians. Thus a large number of MGUS can be identified in Sweden. The specific objectives of the contract are to: 1) Create a database containing 300 IgM MGUS cases diagnosed in Northern and Eastern Sweden between January 1, 1985 and the present; 2) Collect unique ID numbers, name, and date of diagnosis for each case in order to allow linkage with central and regional databases; and 3)Collect clinical and laboratory data for each case. The Karolinska Institute has access to unique MGUS data (a total of >1000 cases including all Ig subtypes) collected at Karolinska. This data goes back until mid-1980s. Access to the this data will significantly strengthen our planned familial study. There is no other contractor known to the NCI Researcher that has the access to a MGUS cohort of over 1000 cases including Ig subtypes that goes back in to the 1980?s. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 20, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS: 541990; Size Standard is $6.5 million.
