Description
The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute, (CAMI), Aerospace Medical Research Division (AAM-600) has a requirement to conduct research and analysis to meet a Congressionally mandated project directed at the development and validation of aircraft upset recovery training using a short-arm centrifuge mounted aircraft simulator. In accordance with AMS policy 3.2.2.4, the FAA is notifying the public of its intent to make a single source award to Environmental Tectonics Corporation, who conducted hardware and software development of a short arm centrifuge based simulator and developed generic upset recovery training procedures using the device. In July 2005 the FAA conducted market research and as a result, the FAA determined that Environmental Tectonics Corporation, 125 James Way, Southampton, PA 18966-3877 is the only contactor with the current capabilities required to meet this requirement. ETC was the only respondent that demonstrated capability in this area. Due to the proprietary nature of the equipment, there is no alternative source for this requirement. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. No entitlement to payment or direct or indirect costs or charges to the FAA shall arise as a result of submission of responses to this announcement, and the FAA's use of such information. A competitive solicitation will not be available for this procurement. This announcement is for information purposes only.
