Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B3Y1623A100 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 4 Aug 06. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 337122, with less than 500 employees. This item is an End of Year (EOY) Purchase, funding may or may not be made available for purchase. All quotes for this item will need to remain valid until October 1, 2006. Statement of Work is as follows: 1. SCOPE: Contractor shall provide all plant, labor, materials, equipment, plans, travel and supervision necessary to complete all upgrades to Building 343 as identified as project AGGN 05-1087, Install Roll-Up Gym Divider at B1866, Youth Center including the principal features outlined below. 2. PERFORMANCE TIME: Work is to be completed within 60 calendar days after Award of coantract. All work will be scheduled during normal duty hours from 0730 to 1630, Monday through Friday. 3. CONTRACTOR RESPONSIBILITIES: The Contractor shall verify exact location of all new work on-site with the Project and Construction Managers (97 CES/CECB). The Contractor shall research record drawing files and conduct on-site field investigations to determine and/or field-verify exact conditions prior to any construction activities. The Government will provide any existing as-built drawings upon request. The Contractor shall verify all conditions and dimensions at the project site before ordering and/or delivery of any material. Contractor shall maintain a normal safe work area and remove all debris from Altus Air Force Base when work is completed. Excess materials and waste will be disposed of in accordance with federal, local and state ordinances. Any damage caused by the Contractor to existing facilities or appurtenances; including grounds, pavements and structures shall be repaired or replaced in kind by the Contractor at no additional cost to the Government. 4. COORDINATION OF WORK: The Contractor shall provide a Work Schedule showing the area(s) of work, dates of work and estimated time of completion including the overall project completion. Submit schedule to the Contracting Officer (CO) for approval and coordination. Coordinate proposed schedule 7 days in advance of work to be accomplished with the Construction Manager, who will make arrangements with the using agency. All work will be performed to the satisfaction of the CO. 5. PRINCIPLE FEATURES: The work to be accomplished consists, in general, of the following principal items. The Contractor is instructed to include all such items of work as part of his/her proposal of the work to be performed. GENERAL: a. The intent of the work is to provide and install a complete finished, operating and functioning assembly, framework, system, fixture, surface or apparatus ready for use by the Government. b. All work performed is to conform to the latest edition of the International Building Code (IBC), National Electric Code (NEC), International Plumbing Code (IPC), National Fire Protection Association?s (NFPA) codes and all other applicable codes and standards. c. The Contractor shall provide dust separation and construction barriers between occupied spaces during demolition and construction. The Contractor shall also provide all necessary weather and security barriers to the facility. The work area is to be cleaned on a daily basis along with any dust/debris that is transmitted into adjacent or shared areas of the facility and excess/demolished materials are to be removed from Altus Air Force Base to an approved landfill as part of this contract in Contractor-provided containers/trucks/trailers. SUBMITTALS:The Contractor shall provide a submittal schedule including, but not limited to the following submittals. Submittals require CO approval prior to incorporation into the project. Submittal requirements are also identified within the individual project requirements listed below. a. Submittal Schedule. b. Contract Work Schedule and Construction Progress Schedule: Ref. paragraph 4. c. Manufacturer?s Catalog Data: Catalog cuts, brochures, circulars, specifications, product data, and printed information in sufficient detail and scope to verify compliance with the requirements of the contract documents. d. Manufacturer?s standard color charts and material samples. e. Material lists: A complete itemized listing of materials proposed for incorporation into the work. Each entry shall include an item number, the quantity of items proposed, and the name of the manufacturer of each such item. f. Certificates: The contractor shall submit proof for any items required to conform to the standards of the Underwriters Laboratories (UL) or to be constructed or tested, or both, in accordance with the standards of the Institute of Electrical and Electronics Engineers (IEEE), or the National Electrical Manufacturers Association (NEMA). g. Shop Drawings: The Contractor shall provide all drawings, diagrams and schedules specifically prepared to illustrate fabrication of the work and/or diagrams and instructions from manufacturers or fabricators for use in producing the product and as aids for the Contractor to integrate the product or system into the project. Specifically, gymnasium divider curtain shop drawings for approval. PROJECT REQUIREMENTS:Provide facility upgrades to Building 1866, Youth Center. Work will generally include but are not limited to designing, manufacturing and installing an electrically-operated, roll-up gym divider curtain in the Youth Center gymnasium. Work also includes providing power for gym divider curtain operation, and relocation of two (2) fire detection devices. a. Gym Divider Curtain. Design, manufacture and install a top-roll design, electrically-operated, gymnasium divider curtain manufactured by Jaypro Sports, LLC or equivalent. Actual size shall be determined by the Contractor following site visit with both the 97 AMW Contracting Squadron and Civil Engineer Squadron representatives. Rough size for estimating purposes is approximately fifty (50) feet wide by twenty (20) feet tall. Lower section of the divider curtain shall be solid vinyl coated, 19 ounce polyester (VCP) reinforced vinyl in accordance with military specifications MIL-C-43006B, Type one (1). Class one (1). Any seams to be electronically welded with a 1-9/16-inch full contact weld. A pocket shall be formed along the bottom edge of the curtain to accommodate a 1-3/4? diameter padded bottom batten. Color shall be selected by the CO?s Representative from samples provided by the Contractor. Upper section of curtain shall be VCP 8 x 12 mesh woven from pigmented vinyl and 840 denier polyester. VCP mesh shall be self extinguishing. Color shall be selected by the CO?s Representative from samples provided by the Contractor. The divider curtain shall be raised and lowered by means of an internal tubular motor. The use of belts, counter balance straps, wall guides or cables shall not be acceptable and will not be approved as equal. The top of the curtain shall be attached to a top roller tube. Tube motor(s) sized for the installation shall drive the roller pipe. The motor(s) shall be 120V, single phase and equipped with an integral limit switch, reversing circuits and overload protection. When required by the installation, dual motors shall be used. Dual motors shall be controlled by a synchronized control designed to operate the two motors simultaneously. The synchronized control will actuate and stop the two motors at the same time. A three position spring loaded key switch shall be provided to be installed by the electrical contractor. Motor shall be operated by key switch or MEC Pad (requiring no keys). The entire motor assembly must be UL listed. Motors not UL listed will not be approved. The roll tube shall be supported approximately every 15?-0? o.c. by means of a specially designed cast iron support bracket with maple roller tube casters. A top caster shall insure that the roller tube is secure in the support bracket operation. The total curtain system shall be guaranteed against defects in material and workmanship for a period of five (5) years. Curtain systems without said warranty will not be approved as equal. b. Power Supply. The Contractor shall provide power for the electrically-operated, top-roll design gymnasium divider curtain. Actual power requirements and locations shall be determined by manufacturer of the gym divider curtain installed. Design, specification, manufacture and installation of all electrical wiring, conduit, connectors, devices, etc. shall conform to the NEC and all other applicable codes and standards. Power shall be routed from existing electrical panels adjacent to the work area as verified by the Contractor and approved by the Government. c. Special Device Relocations: The gymnasium divider curtain installation requires relocation of certain existing equipment. The Contractor shall also relocate two (2) ceiling-mounted fire protection devices from the gym centerline to approximately two (2) feet either side of the new gymnasium divider curtain. Relocation of the fire protection devices shall be in accordance of the National Fire Protection Association (NFPA) and all applicable codes and standards. -END SOW- All work shall be performed IAW SOW. Award shall be made only to contractors who have registered with Central Contractor.
