- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. AGENCY AND CONTRACTING ACTIVITY Department of the Air Force, 375 Contracting Squadron, 375 CON/LGCB, 201 E Winters St, Building 50, Scott AFB IL 62225-5015. HQ AFCA, 203 W Losey St, Scott AFB IL 62225-5233. II. DESCRIPTION OF THE ACTION A justification and approval for other than full and open competition for the acquisition of the CellXion Networks GX200 Series Global System for Mobile (GSM) with the following options: base identity/firewall mode, 1900 MHz BTS covert call, voice intercept/delivery, SMS intercept/delivery, and training. The source is Lociva, 15330 Riding Club Dr, Haymarket, VA 20169. This system is being procured for evaluation to ensure it meets secure voice requirements on DoD Senior Leadership Aircraft. Current secure voice systems aboard the aircraft fleet do not meet reliability standards required by mission objectives. III. DESCRIPTION OF SUPPLIES/SERVICES AFCA requires dedicated support from Lociva to accomplish complete testing and evaluation of this complex new technology. Tasks to be performed include training, system installation and integration with existing aircraft communications systems. Deliverables to be provided include system, installation and training. This acquisition has an estimated value of $248,400.00. This acquisition will ensure DoD commanders can meet secure voice requirements to maintain Command and Control during extended flights. IV. STATUTORY AUTHORITY "10 U.S.C. 2304(c)(l), Only One Responsible Source." V. APPLICABILITY OF AUTHORITY Lociva is the only authorized reseller for Cellxion products that integrates the Cellxion components with other equipment to create stand-alone systems. This integration of the features of large GSM cellular systems into a small reliable package, that meet size and capability constraints required for use on a wide variety of aircraft, is the only requirement that will meet the government?s needs. As Lociva systems, worth $160,000.00, have been purchased in the past, the procurement of separate pieces of equipment by other sources would significantly reduce system progression due to a lengthy learning curve, duplication in effort, and delays in program completion, due to lack of familiarity integrated Portable GSM system configurations and operations. We must have Lociva?s expertise to fully ensure the complete interoperability of the system with existing systems. VI. EFFORTS TO OBTAIN COMPETITION In accordance with FAR Part 5, a sole-source notice will be posted to FedBizOpps and all interested sources offering alternative products will be considered. VII. FAIR AND REASONABLE COSTS The Contracting Officer will determine that the anticipated price will be fair and reasonable based on accomplishing a comparison of Lociva?s proposal with their published commercial pricing lists, previous orders, and similar products. VIII. MARKET RESEARCH Market research was conducted utilizing GSA Advantage and the internet. No companies were identified that are able to supply the Government?s requirement. Cellxion, the equipment manufacturer has confirmed Lociva is an authorized reseller of their products. IX. OTHER FACTS Previous Lociva orders FA4407-05-P-0103 and 0120 were awarded sole-source, as no other sources were identified. As Lociva integrated equipment and software is currently used on other test beds, Lociva is the only viable solution. Additionally, one contractor must formulate all program needs, in order to ensure complete interoperability and integration requirements. Secure voice communications are vital to current counter-terrorism efforts. X. INTEREST SOURCES None. XI. STEPS TO FOSTER COMPETITION Future follow-on acquisitions for further enhancements that are developed based on the previous phases will continue to be available only from Lociva for the same reasons cited in this justification. XII.
