Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3CE6163A100 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 238220, and the small business size standard is $13,000,000. (v) This requirement consists of one line item: 0001) Replace 25 ton condensing unit and air handler. Quantity: 1 Unit of Measure: Lot (vi) Replace 25 ton chiller IAW Statement of Work dated 17 July 2006. (vii) The performance period is 70 days including the delivery of materials. The contractor certifies that it can meet the delivery date by submitting a quotation. FOB shall be destination, Bldg 640 Pope AFB, North Carolina. Shipping costs should be included in the unit price. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. The quotes will be evaluated on price and technical capability. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. STATEMENT OF WORK REPLAC HVAC SYSTEM BLDG 640 WO# 91565 DATE 17 July , 2006 Contracting POC Kelly Hiser 910-394-6304 SCOPE: Replace the existing condensing unit, air handler piping and electrical components with a new 25 ton chiller, matching air handler with chilled and hot water coils. 1-The contractor will recover the refrigerant from the existing unit and give to the base HVAC shop 2-Remove and dispose of the existing condensing unit and air handler. 3-Purchase and Install 1ea 25 ton chiller MFG TRANE modelCGAF-C25 208v3ph or equal, matching three zone air handler TRANE model# mccbo14uaoaoub or equal with chilled and hot water coils and Three way control valves, The chilled water coil will produce 300.000 btu the hot water coil will be the same capacity as the existing hot water coil. The existing hot water boiler and hot water pump will remain. 4-Modify the existing concrete pad to except the new chiller 5- The air handler will sit on a10?x10?x 4 inch thick house keeping pad inside the equipment room. The supply and return piping will penetrate the wall through a metal or PVC sleeve and connect to the new air handler and condensing unit. The condensate drain will be ran to the nearest floor drain 7- Size and install a new 60 gpm chilled water pump, expansion tank, air separator, to match the chilled water system add a 100 gallon chilled water buffer tank. Tank pump must be mounted on house keeping pad. Add make up water station with bypass and pressure regulator. 8-Install circuit setters in the supply and return lines, pressure gauges, thermometers and isolation valves at the chiller pump and coils. Install automatic air vents at highest point. 9-The contractor will furnish all wiring, starters, Breakers and disconnects necessary to bring power from the existing source to the new system. 10-The new system must interface with the base direct digital control system speciation?s will be provided. 11- All outside piping will be insulated with 21/2 inch fiber glass with weather proof cover all inside piping will have the same but with pvc cover. heat tape will also be added. 12-PERFORMANCE TIME: The total time including the procurement of material is 70 days. 13 WORK SITE: The contractor will be responsible returning the work site to the conditions they were found. 14-WORKMANSHIP: All work will done in a professional manner. Must conform to all local, state, and federal codes and requirements that are common to these trades. WRRRANTY: All workmanship will be warranted for a period of one year, equipment normal factory warranty will apply. (NOTE) There will be a 5 year warranty on the compressor.
