- The U. S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Mind Over Machines, Inc., 1300 York Road, Suite 190, Lutherville, MD 21093-6000. The contrac tor shall develop a Quality Assurance Software Module to integrate data into the Mesonet Web Application. The data and source code are proprietary items. The North American Industry Classification System (NAICS) for this requirement is 334611 and the siz e standard is 500 employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 5:00 PM , Eastern Daylight Time, September 8th, 2006.
