Description
Contractor shall furnish all labor, management, facilities, supplies, equipment, materials, instruments and transportation necessary to perform all work (either virtually or on-site as a member of a team) in strict accordance with the terms and condi tions set forth in the blanket purchase agreement to include all attachments and calls issued for engineering analysis, software design and prototyping, software coding and testing, applications, and development for HEC software development projects. Peri od of Performance is five (5) years (Oct 1, 2006-Sep 30, 2011). All interested parties may respond or submit statements of qualifications. Statement of qualifications must contain enough information to allow the Government to determine a firms specific experience to perform the services described using engineering an alysis, software design and prototyping, software coding, testing, documentation, training, applications, and deployment for HEC software development projects using the following engineering concepts, development environment, and productivity tools: (a) H ardware platforms/operating systems/standards (Intel-based personal computers with Windows XP, and Windows 2000 operating systems; and UNIX (SUN Solaris operating system));(b) Coding languages (Java, C++ and C, Fortran 90, Visual Basic, Script (several la nguages including Python and Jython), and SQL); (c) Productivity software (Microsoft Development Studio/Intel FORTRAN Compiler; Microsoft Visual Basic; Java IDEs, and various graphics libraries; or equivalent development productivity software); and (d) Ob ject-oriented Design. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this pro posed contract is within the discretion of the Government. All responses are due in not later than September 18, 2006. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Resource Management Associates, Inc, 4171 Suisun Valley Road #J, Fairfield, CA 94585 based on the contractors knowledge and demonstrated experience of working on HEC software development projects. This Procurement will be conducted under FSC: D307 SIC: 7371 NAICS: 541511. The size standard is $26,000,000.
