- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. EXIDE 3100 AND FE7KVA UPS ANNUAL SERVICE CONTRACT 1. Background. The Telemedicine and Advanced Technology Research Center (TATRC) operates a local area network (LAN) on a .org domain. It operates over 20 servers supporting email, enterprise systems, and multiple websites. It is essential that operati ons operate on a 24/7 basis. To insure continued operations, an Exide 3100 Uninterrupted Power Supply (UPS) provides backup power through a battery system comprised of 80 batteries. In the event of power outages, the power is automatically shifted from c ommercial power sources to the UPS unit. If the Exide UPS fails for longer periods of time, TATRC has two Best Ferrups FE7kVA units that will be used to provide protection. To maintain its readiness and to insure that it will function properly in emergen cies, TATRC is seeking a maintenance and repair contract. 2. Requirement 1. Contractor will provide full annual maintenance and repair services for an Exide 3100, 125T3, 480/480 Uninterrupted Power Supply (UPS) and associated UPS6-620 batteries configured in two strings of forty batteries. The UPS is located at Bldg 1054 Patchel Street, Fort Detrick, Frederick, MD 21702. Service must include, at a minimum, the following: a. 6-hour emergency on-site response time for emergency repair services b. Semi-annual preventive maintenance service agreement for the Exide 3100 UPS that includes two preventive maintenance (PM) inspections, one Major and one Minor; all parts, labor and expenses for corrective services c. Semi-annual PM of the battery system (80 UPS6-620 batteries) associated with the Exide 3100 UPS. This will include one Major PM inspection and one Minor PM inspection. d. Annual load bank testing on the Exide 3100, 125T3, 480/480 UPS and associated batteries. Contractor will provide all load bank test equipment, labor and travel to perform test at the Telemedicine and Advanced technology Research Center (TATRC), Bldg 10 54 Patchel Street, Fort Detrick, Frederick, MD 21702. Contact the Logistics Section at 301 619-7046 to schedule. e. Contractor will submit a written report documenting test results/findings and corrective actions required to the TATRC Logistics Section. Report will be mailed to Cdr, USAMRMC, Attn: MCMR-ZB-T (Log Sect), 504 Scott St., Fort Detrick, MD 21702. f. The Contractor will maintain critical spares in the UPS room and will provide reduced billing rates for services outside the scope of the agreement. 3. Requirement 2. Contractor will provide full annual maintenance and repair services and 6-hour on-site response time for emergency repairs for two FERRUPS Model FE7KVA UPS in the event the Exide 3100 UPS goes offline and cannot be returned to service wi thin six hours. Support will, at a minimum consist of the following: a. 6-hour emergency on-site response time for emergency repair services b. Annual full maintenance and repair service agreement for two TATRC Best FERRUPS FE7kVA units with all parts, labor and expenses for corrective services c. Test and repair, as needed, FERRUPS units. 4. Period of Performance: One base year (10/26/2006 10/25/2007) Option Year 1 (10/26/2007 10/25/2008) Option Year 2 (10/26/2008 10/25/2009) Option Year 3 (10/26/2009 10/25/2010) Option Year 4 (10/26/2010 10/25/2011) Evaluation Criteria shall be low price, technically acceptable. Offerors shall be registered in the DOD Central contractor Registrat ion (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. Only contractors registered in the Central Contractors Registration (CCR) can be awarded the contract. Offerors hall have electronic funds transfer capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offer proposal. In accordance with FAR 52.212-2 Evaluation of Commercial Items (Jan 1999) (a), The Government intends to make an award to the Contractor who submits the lowest, technically responsive proposal, and is deemed acceptable and responsible by the Contracting Officer.
