- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposal is for purchase and delivery of the following: 1 BioOdyssey Calligrapher MiniArrayer System w/ cooling Platen and Humidity Control Minimum Essential Characteristics Needed: 1. Must have the ability to print onto slides, membranes, and into 96 well plates. 2. Must be able to print any type of sample: DNA, protein, cell lysates, siRNA, or carbohydrates. 3. Must have easy to use software that automatically creates grids 4. Must be small enough to fit on a benchtop 5. Must be a plug-and-play instrument with easy setup and comprehensive installation. 6. Must require no field engineering support. 7. Must have cooled platen and source place. 8. Must have a sourceselect software, that allows cherry-picking of samples saving time and effort. Products can be brand name or equal. If the quote is based on an equal, specifications shall be submitted along with the quote. Evaluation Criteria shall be low price, technically acceptable. Offerors shall be registered in the DOD Central contractor Registration (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1888-227-2423. Only contractors regis tered in the Central Contractors Registration (CCR) can be awarded the contract. Offerors hall have electronic funds transfer capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offer proposal. In accordance with FAR 52.212-2 Evaluation of Commercial Items (Jan 1999) (a), The Government intends to make an award to the Contractor who submits the lowest, technically responsive proposal, and is deemed acceptable and responsible by the Contracting Officer.
