Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a sole source contract with STARLIMS Corporation, 4000 Hollywood BLVD, Suite 515 South, Hollywood, FL 33021-6755. The procurement will provide the Department of Homel and Security's National Bioforensic Analysis Center (NBFAC) with a mission critical laboratory information management system (LIMS). In order to fulfill the NBFAC mission in bioforensic identification, NBFAC requires a LIMS that will track sample processing for multiple testing tracks, efficient processing of batches of samples (96 well plate), management and documentation of controls, critical reagents and equipment, as well as integration with testing instruments and reporting of test results. Management and monitoring of samples processing and testing will be a key factor to successfully tracking many cases with differing sample analy sis plans being processed at multiple sites. Further, NBFAC requires a system that will not only accurately track sample quantities and storage locations, it also needs to conduct data comparisons for expedient identifications. Additionally, the LIMS will need to integrate with the existing NBACC network (predominantly Microsoft windows environment), barcode system, dynamic reporting system, digital imaging system, Quality Management System, and several laboratory instruments. NBFAC has performed a survey of the market and determined that the only LIMS capable of meeting its criteria is the STARLIMS application. Any company that believes that it can meet these requirements is invited to submit written notification to the Contract Specialist within 15 calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the company's ability to meet the requirement. Information may be sent by email to the Contract Specialist at: Mary.Rico@amedd.army.mil. This notice of intent is not a request for competitive quotes. However, responses received fr om responsible businesses prior to close of business on 21 September 2006 will be evaluated. If no responses are received, USAMRAA will proceed with the sole source order.
