- The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to negotiate a SOLE SOURCE Procurement with Shoreland, Inc. to develop an integrated system, which incorporates the Shoreland TRAVAX Encompass software /applications to provide the Department of Defense Military Health Care System wide access and enhanced features. Modification of the TRAVAX Encompass software applications will be done to allow utilization of these applications by all PDPs application en hancement with inclusion of geographic data within the Data Sets and expansion of the Data Sets to include a greater variety of data types and a larger set of data within each type. The work will also integrate diverse, pre-existing bio-surveillance data streams with the TRAVAX Applications. Shoreland is the sole developer of the TRAVAX Encompass software/applications, and are the only one with rights to the source code with the capability to build on the application to meet the DoD needs. This is a SOLE SOURCE procurement under the authority of FAR 6.203-1 and is not a request for competitive quotes. However, responses received from other responsible businesses prior to close of business on 20 September 2006 will be evaluated.
