- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Div. Newport intends to place a fixed price sole source order with the University of RI, Kington, RI for biofouling and corrosion investigation on Li Water battery materials. The objective is to determine how seawater corrosion and the growth of marine organism called Ulva affect the performance of Li Water batter components and identify the means to prevent or reduce the effects. The period of performance is for one year. The basis for the sole source is that this project will investigate a proprietary and patented polymer developed at URI. The new material is a double-stranded conductive polymer that is not available anywhere else. The solicitation is expected to be released no earlier than 8 Sept. 2006. The proposed action is for services for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
