- The U.S. EPA National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, MI, intends to negotiate on a sole source basis with A & D Technology, Inc. of Ann Arbor, Michigan for Warranty of the A & D Technology Engine Combustion Cycle Characterization Analysis System (ECCCAS) under the authority of FAR Part 13.106-1(b). A & D Technology developed and installed the Engine Combustion Cycle Characterization Analysis System (ECCCAS) at the EPA Ann Arbor Facility. EPA accepted the ECCCAS on September 6, 2005. The one (1) year warranty that was provided with the equipment has expired and EPA intends to issue an order for A & D Technology to provide extended warranty services. A & D Technology will warranty all parts, labor, control systems, and equipment for the performance and functionality of the system for a minimum of one (1) base year and three (3) option years. The warranty will provide for on-site, cost-free repair or replacement of failed components, to include material, labor and all associated expenses. A & D Technology will be on-site in response to a service call within two (2) working days. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. It has been determined that A & D Technology is the sole source for the ECCCAS extended warranty due to the proprietary nature of the equipment they installed. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing an Extended Warranty for the Engine Combustion Cycle Characterization and Analysis System developed and installed by A & D Technology that meets the work identified above may submit technical documentation to establish their capability. Such documentation must be submitted to Scott Tharp, Contracting Officer, within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
