- NASA/GRC has a requirement for A LOW GRAVITY GUIDANCE SYSTEM. (Quantity required: 1 system) NASA/GRC intends to purchase the items from Science Engineering Associates, Inc. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The Science Engineering Associates Multi-gravity research flight guidance will interface to NASA owned Science Engineering Associates (SEA) M300 data acquisition system. The hardware and software of the SEA M300 data acquisition system is proprietary to SEA and therefore no other vendor would be able to provide this type of system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/11/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
