Description
Advanced Materials, Manufacturing and Testing Information Analysis Center (AMMTIAC) for Defense Technical Information Center (DTIC). 55th CONS intends to award a cost-plus-fixed-fee requirements contract with a base period of thirty-six months, with two option periods (first option for thirty-six months, and second option for twenty-four months). The estimated value of the contract is $13 million for the core and $85 million as the capacity for the subscriptions and TATs. The place of performance is the United States of America (contractor's facility). AFFARS MP5315.3 will be utilized for a Source Selection procedure. The North American Industry Classification System is 541710, size standard is 500 employees. Pursuant to FAR 35.007 – Solicitation, and 5.205(a) – Special Situations, proposals will only be accepted from those companies found technically capable in response to the Sources Sought (FA4600-05-R-0010) posted on 24 Mar 2005. This requirement is defined as follows: Information Analysis Center (IAC): The Department of Defense (DoD) Information Analysis Center (IAC) Program operates in accordance with DoD 3200.14, Principles and Operational Parameters of the DoD Scientific and Technical Information Program, 13 May 1997. DoD IACs function as specialized subject focal points and shall operate in accordance with all directives, instructions, regulations and military standards as appropriate. Specific details regarding IACs can be found in DoD 3200.14. This document online at http://www.dtic.mil/whs/directives/corres/html/320014.htm may be reviewed. Enclosure 5 of DoD 3200.14 provides a formal overview of the IAC program including the functions and responsibilities of IACs. Each requirement listed under Background/New Requirement, below, has/will have the core operation of an IAC. Technical Area Task (TAT): Technical Area Tasks are not a part of the core funded amount on the contract, rather they are individual tasks funded by other government organizations and are based on need and availability of funds. These TATs, defined in the contract as an estimated cost contract line item, are not funded and are referred to as maximum amount. Individual Delivery Orders are awarded against the contract for the performance of each individual TAT. The Government does not guarantee the issuance of any TAT against the contract. Reference DoD 3200.14 for a more in-depth definition of the Technical Area Tasks. Specialties: The AMMTIAC contract is comprised of separate components that will encompass the coverage for the current AMPTIAC, MTIAC, and NTIAC contracts. This contract involves the technology and operations, and respective producer and user communities for traditional materials and processes science, engineering, and technology, including associated manufacturing processes and techniques, generic and broadly applicable manufacturing technology; and materials, manufacturing, system testing and inspection science, engineering and technology, especially nondestructive evaluation, testing and inspection (referred to generically as NDE). The scientific, technical and operational support information (STOSI) products and services resulting from AMMTIAC efforts are intended to increase the productivity of the DoD Research, Development, Test, and Evaluation timely dissemination of authoritative, accurate, and high-quality STOSI in the advanced materials, processes, and manufacturing technologies field. AMMTIAC will continue to monitor information sources and extract advanced materials, processes, and manufacturing technology-related Scientific and Technical Information (STI) from worldwide scientific, engineering, technical, analytical and operational (including military exercise) information, whether contained in paper, electronic, or other information media. Only written proposals will be accepted. This acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The proposed acquisition may involve a potential conflict of interest as set forth in Federal Acquisition Regulations (FAR) 9.5. The three capable parties may submit a proposal that will be considered by the agency. Proposals shall be sent electronically to sarah.davis@offutt.af.mil. The estimated formal release date of FA4600-05-R-0010 is 12 September 2005. The proposal, in response to FA4600-05-R-0010, is due 30 days after release of the solicitation with past performance data due 15 days after solicitation release.
