- AMENDMENT NO. 0002 ISSUED 8/11/2006 AS FOLLOWS: THIS IS A 100% SMALL BUSINESS HUB ZONE SET-ASIDE Amendment No. 0002 to Solicitation No. AG-645S-S-06-0003 for Various Remanufactured Toner Cartridges, issued August 7, 2006. 1. The kit must include a plastic bag with tie and a preprinted freight prepaid return shipping label. A bulletin shall be issued to all state and county offices, instructing them to NOT ship less than four cartridges per shipment. Cartridges will be either banded together, or placed in a single box for shipment. Our customers will be instructed that the labels are good for shipping only four cartridges per shipment. A QUALITY CONTROL PLAN IS REQUIRED WITH THE SUBMISSION OF THE BID IN ACCORDANCE WITH THE STATEMENT OF WORK/SOLICITATION. TO RECEIVE AN ELECTRONIC COPY OF THE SOLICITATION, PLEASE EMAIL REQUEST TO Charlene.Yaple@kcc.usda.gov. r content. 2) Lubricate the necessary parts as required. 3) Refill the toner chamber with a premium grade (virgin/unused) toner of the appropriate consistency for the cartridge type per OEM specifications, and seal to prevent leakage during shipment. 4) A reliable OEM adhesive type (cold seal) method of sealing the cartridge toner chamber shall be used. Toner leakage during shipment or use will not be acceptable. 5) Clean photoconductor drum, apply a polymer coating or replace as required. The contractor shall be responsible for testing the electronic resistance of the conductor surface of each drum to determine that optimum performance will be achieved during each usage cycle. All cartridges being submitted for remanufacturing for the first time shall have a New Longlife Aftermarket Drum installed (see requirement 2.1). 6) Set toner bar (doctor blade) spacing as required. A new cleaning blade must be installed with each new drum installation. 7) Seal cartridge in an anti-static polyfoil or Mylar bag (silver outside and black inside). Bags with holes or broken seals will not be acceptable. 8) Vendor shall furnish labels for cartridge return with each cartridge supplied to users, including instructions advising user to save packaging material, end caps, and encasement materials for return shipment use. The kit must include a plastic bag with tie and a preprinted freight prepaid return shipping label. 2.3 Spent Toner Cartridges: The vendor shall accept spent cartridges in any condition to exchange for remanufactured ones. The Government cannot guarantee a one-for-one exchange for cartridges. It shall be the responsibility of the contractor to provide remanufactured toner cartridges in the estimated amounts listed in the delivery schedule in the contract. 2.4 Reports: The vendor shall submit monthly reports of the number of spent cartridges returned for remanufacture. QUALITY CONTROL 3.1 Quality Control Plan: The contractor shall establish and implement a complete Quality Control Plan to assure the requirements of the contract are met in a satisfactory manner. A copy of the Contractor Quality Control Program shall be provided to the Contracting Officer not later than the submission of the proposal. An updated written document of the program shall be provided to the Contracting Officer for approval as changes occur. 3.2 Replacement of Defective Cartridges: The contractor shall establish and implement a plan to replace defective cartridges in the event that any occur. A copy of the plan shall be provided to the Contracting Officer with the submission of the proposal. An updated written document of the Replacement Plan shall be provided to the Contracting Officer for approval as changes occur. 4. PREPARATION FOR DELIVERY 4.1 Packaging: Each laser printer toner cartridge supplied under this specification must be delivered to the user in a water, light, and air-tight, protective package. Material such as polyfoil with further foam insulation and corrugated carton packaging will be adequate for reshipping and storage of the product to assure safe delivery and satisfactory performance when installed for use. All remanufactured laser printer toner cartridges shall be packaged to ensure safe delivery to destination. Reuse of the original packing is encouraged whenever practical. Cartons must be packed sufficiently to eliminate empty space that would allow movement of contents during shipment. OEM style packing for each cartridge shall be required. End caps and/or bubble wrap shall be used for impact insulation for cartridges to be shipped individually by common carrier. 4.2 Marking: Unless otherwise specified, shipping containers shall be marked with name of material, class and quantity contained herein, name of the contractor and contract and purchase order numbers. Also, the package shall include a statement to “Retain for return of used cartridge”. 4.3 Shipping: Shipments made under this contract must be on pallets. The pallet shall be 48” x 40” with the true fork side being the 48” side. The freight shall not exceed 60” in height, which includes the pallet. The product on the pallet must be shrink wrapped. NOTES 5.1 Toner cartridges procured under this specification shall not deviate from the design specifications required for HP4M, HP4050N, HP4100, HP4600 and Xerox N2125 printers and HP4M, HP4050N, HP4100 and Xerox N2125 compatible printers without written approval from the Contracting Officer. 5.2 This specification shall, until revised or rescinded by the Contracting Officer, apply to each future purchase and contract for the commodities described herein. 5.3 It is the intent of the Farm Service Agency to encourage the use of commodities containing recycled content. Bidders are encouraged to report such availability to the Contracting Officer for determination of price preference.
