- The National Oceanic and Atmospheric Administration (NOAA) proposes to contract on a sole source basis with the National Academy of Sciences, pursuant to Title 41 United States Code, Section 253(c)(1), to conduct a study for the purpose of developing mesoscale meteorological observational capabilities to meet multiple national needs, including the needs of the National Weather Service (NWS). The study will be designed to develop an overarching vision for an integrated, flexible, adaptive and multipurpose mesoscale meteorological observation network. The study will identify specific steps to help develop a network that meets multiple national needs, including NWS needs, in a cost effective manner. The study will characterize the current state of mesoscale atmospheric observations and purposes; compare the U.S. mesoscale atmospheric observing system to other observing system benchmarks; describe desirable attributes of an integrated national mesoscale capabilities so they meet multiple national needs, including NWS needs, and recommend practical steps to transform and modernize current limited mesoscale meteorological observing capabilities to better meet the needs of a broad range of users and improve cost effectiveness. The National Academy of Sciences is uniquely capable of assembling world class scientific and technical experts of the highest level to address the mesoscale observing system issue, and is the only known source which can perform this study with the quality, objectivity, and audience acceptance necessary to meet NOAA?s objectives. Simplified acquisition procedures will be used for this procurement. Request for Quotation (RFQ) DG133W-06-RQ-0967 will be issued on or about September 21, 2006 and will close at noon Eastern Daylight Time on September 25, 2006. It is expected that award will be made by close-of-business on September 25, 2006. Although NOAA expects that only the National Academy of Sciences can perform this requirement, all responsible sources may respond to RFQ DG133W-06-RQ-0967 by submitting a quotation which shall be considered by NOAA.
