- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EA133C-06-RQ-0940. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. The RFQ is being issued as a Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code is 423310. All hardware and fasteners listed above shall be in accordance with the below specifications: HARDWARE AND FASTENERS MATERIAL SPECIFICATIONS: All hardware, to include bolts, nuts and washers unless otherwise specified, shall be hot-dipped galvanized in accordance with ASTM Designation A-I53. All bolts shall be hot forged with heavy hexagonal heads and/or weather tuff timber heads, shall meet ASTM Specification A-307, Grade 2 steel and hot- dipped galvanized. All nuts shall be heavy hexagonal and meet ASTM A-307, Grade 2 steel and hot-dipped galvanized. All Dock Washers: Washers shall be standard cut, fabricated from commercial grade steel and conform to ASTM Specification Designation F844 and hot-dipped galvanized. All Spikes and Nails shall be 60d/4 ga. Ring Shank type 304 Stainless Steel and shall meet ASTM Specifications Designation FI667-03 for steel. All Threads on all threaded fasteners shall be of the cut type with the shank and outside thread diameters being equal to the nominal diameter of the fastener. All threads shall be cut prior to being galvanized. A notarized Certificate indicating that all hardware meets these specifications shall be submitted to the Project Manager. Timber piles shall be pressure treated with chromated copper arsenate preservative CCA-Type C to a final net retention of no less than 2.50 lbs. per cubic foot. Piles are to be 35 ft. in length, as specified on the drawings or as noted on attached material list. All Lumber shall be Southern Yellow Pine Grade #1 Dense or better with Fb=1, 450 psi; Fv=90 psi. before treatment, shall be graded and carry an identifiable grade mark in accordance with the Grading Rules of the Southern Pine Inspection Bureau. Pier stringers, blocks, braces and cross sills shall be pressure treated with chromated copper arsenate preservative CCA-Type C to a final net retention of no less than 1.50 lbs. per cubic foot. Pier deck boards and other related surface lumber as specified shall be pressure treaded with Copper Azole (CA-B) to a final net retention of .10 lbs. per cubic ft. (with Stabilycr Stabilizer Additive). All lumber shall be sized as shown on the drawings or as noted on material list. All timber and lumber shall conform to the latest American Wood Preservers Association (AWPA) Standards C18, C2, and P5 with a minimum sapwood penetration of 2.5 inches or 85%. All timber shall be free from warp, knot holes, and excessive checking, and are to be S4S (surfaced four sides), PET (precision end trimmed), kiln dried to within 1/4 inch of length specified before treatment. Lumber shall be banded properly for handling and shipment. Notarized Certificates of Treatment from supplier indicating that timber meets specifications as to type of treatment used, method of application and final net retention by assay in pounds per cubic foot shall be submitted to the Project Manager for approval prior to installation. All materials shall be delivered in factory crating, boxing, wrapping, etc. The contractor shall provide a 48 hour notice prior to delivery to Mr. Ron Rafter at 443-695-3067 or 410-643-8238. No deliveries will be accepted on Fridays. The required delivery date is 6 to 8 weeks or sooner after award of contract. All material shall be delivered to the following address: Cooperative Oxford Laboratory, 904 South Morris Street, Oxford, MD 21654. The provision at 52.212-1, Instructions to Offerors?Commercial applies to this acquisition and there are no addenda to this provision. In accordance with 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3. Offeror Representations and Certifications ?Commercial Items, with its quote. [An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (1), (5), (9), (15), (16), (17), (18), (19), (20), (21), (24), (26) and (31). No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned.
