- Pending the availability of funding, The US Department of Education intends to issue a sole source purchase order to Little Planet Learning. The purpose of this purchase order is to modify the current E-Language Learning System (ELLS) application to remove the proprietary software within the system and replace that functionality with an open source software for the purpose of removing any proprietary licensing restrictions associated with the ELLS system and source code. ED intends to share the ELLS application development with all parties interested in learning from developments that occurred during the research and development of the application. In accordance with FAR 13.106-1(b)(1), the Contracting Officer has determined that only one source, Little Planet Learning, is reasonably available to meet this requirement. Little Planet Learning has contributed some of the most significant advances in the elanguage learning community since the launch of the ELLS initiative. Flash, a product of the Adobe/Macromedia Corporation, is the dominant Internet-content authoring program. Little Planet has expanded the functionality of Flash to the benefit of all web-content developers as a result of the ELLS initiative. These innovations include development of the first Flash-based Chinese character word processing application, and the ability to develop Flash content that is both SCORM and Section 508 compliant. Little Planet has dedicated years of research and development to this and other initiatives to produce a robust and reusable software application engine to support the ELLS program for Chinese and other languages. The reusable instructional design methodology utilizing scenarios, contextual exercises, and cutting-edge voice recognition algorithms were combined, tested and perfected for a variety of ELLS applications. Every detail of the visual design and interactive elements were developed and tested to meet or exceed the expectations of increasingly sophisticated media consumers- our audience. The outcome of Little Planet's research and development has been the establishment of the reusable software-based ELLS design and production environment, along with scripts for the remaining 30 episodes to complete the Chinese language project. Little Planet's push to achieve production efficiency has yielded tremendous economy for the Department of Education- they are able to rapidly complete production with no additional programming expenses. Little Planet is the only vendor capable of completing this initiative for the simple cost of multimedia production. Any other vendor would require the anticipated contract term and budget to learn the established methodology and structure of the program's rich underlying features. The Department intends to execute this purchase order on or before September 30, 2006.
