Description
The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions intends to issue a purchase order on a non competitive basis to Battistello Consulting, Inc., 8120 Morning Breeze Drive, Elkridge, Maryland 21075, to provide project management consulting services for the NHLBI, Division of Intramural Research (DIR). The NHLBI, DIR requires the services of an expert consultant (Facilities Manager) to provide a variety of space and facilities planning, acquisition and general management services. The consultant?s responsibilities include the monitoring of the planned renovations for newly constructed or renovated facilities. The NHLBI, DIR also requires the assistance in the management of currently occupied space at both on and off-campus facilities. STATEMENT OF WORK. GENERAL: National Heart, Lung and Blood Institute (NHLBI) plans, coordinates, and directs a wide range of activities of basic and clinical scientific research programs within the Division of Intramural Research (DIR) in such areas as heart and vascular disease; normal and abnormal cardiovascular and hematologic physiology; genetic studies; cellular and molecular biology; cell signaling; biophysics and biochemistry; and other applied and clinically-related research interest. Over the past 5 years, the NHLBI/DIR has had an immediate need to renovate or expand its existing space. This need have become more pressing, thus requiring the assistance of a highly skilled Facilities Manager. The Facilities Manager will provide expert consultant services in the areas of space and facilities planning, acquisition and general management. The NHLBI/DIR has numerous on-going renovation and construction projects and foresees the number to increase significantly over the next three to five years. Though the NHLBI/DIR has the responsibility to manage space and facility programs, the related services involving these programs are not inherently governmental. Contractual support has been determined to be the most cost-efficient method to accomplish the required facilities? management. BACKGROUND: In 2001, the National Heart, Lung and Blood Institute (NHLBI) in conjunction with the National Cancer Institute (NCI) required the immediate services of an expert consultant to provide a variety of space and facilities planning, acquisition and general management services. The primary focus of the consultant was on monitoring of the planned renovations to newly constructed or renovated facilities. The NHLBI also required assistance in the management of currently occupied space at both on and off-campus facilities. WORK SPECIFICATIONS: The expert consultant is expected to provide timely recommendations to the Division of Intramural Research Scientific Director (SD) and the Chief of the Intramural Administrative Management Branch (IAMB) on any space related issues/concerns. The Scientific Director and the Chief, IAMB will evaluate these recommendations and will decide whether to accept or reject any recommendations made by the expert consultant. Recognizing that the Contractor shall provide services on-campus, NHLBI will provide on-campus work space for the Contractor in which to perform the work. As needed, NHLBI/DIR will provide the on site use of standard office equipment such as a personal computer, printer, monitor, telephone, facsimile, and photocopying machine. The Contractor shall provide a wide variety of space and facilities planning, acquisition and general management. The Contractor shall be an expert in the field of architectural engineering and facilities? management and possess the skills to monitor the financial budgets for: (1) design and construction/renovation projects, and (2) the general maintenance and management of leased facilities. The Contractor shall have expertise and extensive experience in renovations, space planning and facilities management as it relates to the environment at the NIH. The Contractor shall perform the following tasks when requested by the Scientific Director, DIR or the Chief, IAMB (The list is not all-inclusive. The tasks are concurrent and NOT in sequential order)): 1. Assist in the search, acquisition and analysis of space for DIR/NHLBI; 2. Advise the DIR/NHLBI in the procurement of services necessary to plan and develop an ongoing facilities program; 3. Assist the NHLBI in orchestrating the most appropriate mechanism to meet current and projected facilities need. Aid in formulating the DIR/NHLBI facilities Master Plan; 4. Review cost data and proposals related to DIR/NHLBI facilities program; 5. Review text documents presented to DIR/NHLBI related to facilities planning efforts as required. Documents shall include but not limited to: studies, schedule, presentation material, cost estimates, space plans, potential lease documents, facilities related spreadsheets, space and staff projections, etc?; 6. Prepare correspondence: (a) for DIR/NHLBI signature in response to documents reviewed under this contract; (b) on behalf of the DIR/NHBLI to NIH officials, lessors, or other outside organizations; 7. Plan the sequence of DIR/NHLBI organizational relocations in order to minimize disruptions and down-time; 8. Recommend the selection of other consultants to perform tasks related to facilities. Evaluate and define the task to be performed and pre-screen the professional community for the best possible match of effort and strength related to the DIR/NHLBI proposed program; 9. Assist in the resolution of administrative issues and problems that may arise between the Institutes/Offices and the management of leased facilities; 10. Assist in the preparation for and attend space related meetings with other Federal, State, and Local Government agencies; 11. Prepare requests for funds to cover the cost of rent, taxes, maintenance, security, housekeeping, utility and renovation costs for leased facilities as well as monitor these costs throughout the year; 12. Plan and coordinate the ongoing move of DIR/NHLBI employee/labs between buildings 9, 10, 12, 14, 50; 13. Advise and support the revitalization of DIR/NHLBI space in Building 10; 14. Advise and support the demolition and renovation of the DIR/NHLBI Catheterization and Magnetic Resonance Labs located in Building 10; 15. Advise and support the miscellaneous DIR/NHLBI lab/office renovations in Building 10; 16. Advise and support the expansion and renovation of DIR/NHLBI animal facilities at 5 Research Court; 17. Advise and support the expansion and renovation of DIR/NHLBI space in outside leased facilities (i.e. 5635 Fishers Lane, 9800 Medical Center Drive (IPDC), Flow Building, Poolesville, etc): and 18. Attend monthly progress meetings and present status reports on progress of individual projects. All work performed under this contract shall be monitored by the Project Officer, the Scientific Director, DIR, and the Chief, Intramural Administrative Management Branch. Battestillo Consulting, Inc., is uniquely qualified for this requirement given that they have been performing under a 5-year contract which was competitively awarded to Battistello Consulting, Inc., in September 2001 to meet these needs. The original contract was established to support the NHLBI and the National Cancer Institute. Due to the increase number of renovations and other facilities planning, the last three years of the current contract was solely dedicated to NHLBI. Since the inception of this contract, the NHLBI facilities planning has included relocating newly constructed or renovated space in Buildings 9, 10, 12, 14 and 50. The NHLBI also participated in a major renovation/expansion of 5 Research Court and several other off-campus facilities. Battistello Consulting, Inc is currently managing more than 16 spaces and facilities projects for the DIR/NHLBI. These projects total 51,465 square feet with a total budget more than $9.5 million. Battistello Consulting?s expertise and years of experience are invaluable to the success of these current projects. Battistello Consulting has played an instrumental part in the planning, designing and the managing of each of these projects. Battistello Consulting, Inc works closely with the scientists, Project Officers, Project Managers, other institute Facilities Managers and the NIH Space and Facilities Office regarding these projects. These relationships coupled with Battistello Consulting?s years of knowledge and direct experience with NIH is critical to the success of these projects. As we approach the end of the current contract, the NHLBI/DIR recognized the continual need of this requirement. The NHLBI/DIR has numerous on-going or future projects that include, but are not limited to, 6-8 major renovations in Building 10, 3 projects in Building 50, 2 moves/renovations in 14E/F, Poolesville move and several projects in rental space at off-campus facilities. These renovations as well as future projects are a high priority for the NHLBI/DIR thus, the continual service of a Facilities Manager is a necessity. The sole source determination is based upon the knowledge, skills and expertise possessed by Battestillo Consulting, Inc. Battestillo Consulting would be able to continue the work already in process under the expiring contract for the period September 30, 2006 through October 31, 2006, while the negotiation of a sole source contract is underway. An award to any other source would affect the Institute?s anticipated outcome based upon Battestillo Consulting, Inc.?s experience, and would not provide any cost savings to the Government. The North American Industry Classification System (NAICS) Code is 541990 and the Size Standard is $6.0M. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. Responses to the synopsis will be evaluated on their 1) Understanding the Requirement and Technical Approach (scientific, technical, or analytical approach to achieve project objectives, including a demonstrated understanding of potential problems.) The response must demonstrate a thorough understanding of the requirements of the Statement of Work and describe an approach which will demonstrate the achievement of timely and acceptable performance. The response shall present a comprehensive statement of the problem, scope, and purpose of the project to demonstrate an understanding of the requirements from a management and technical standpoint. 2) Qualifications and Availability of Proposed Personnel (demonstrated evidence of the qualifications, experience, and availability of professional and technical personnel comprising the necessary project staff.) Personnel proposed to be assigned and available for work under the project shall be evaluated on they?re demonstrated, documented, and relevant expertise, education, availability, and experience, highlighting that which was obtained within the past three years. 3) Past Performance. Interested parties will be required to submit a list of the last five contracts completed during the past three years and all contracts currently in process. Interested parties shall be evaluated on (1) record of conforming to specifications and to standards of good workmanship; (2) adherence to contract schedules, including the administration aspects of performance; (3) reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and (4) business-like concern for the interests of the customer. Experience of proposed personnel and the organization as it pertains to the requirement and past performance reports from previous contracts. The Interested Party shall include in its response loaded hourly rates, prompt payment terms, business size, Taxpayer Identification Number (TIN), Dun & Bradstreet Number (DUNs). The Offeror must also register in the Government?s Contractor Registry System note: www.ccr.gov. Responses are due September 18, 2006, at 12:00 noon local time. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in responses to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
