- This is a request for information only (sources sought) and not a solicitation. The U.S. Coast Guard, CEU Providence requests feedback from interested, capable contractors related to an indefinite delivery requirements contract for 32 buildings at a Coast Guard housing complex in Staten Island, NY. The contract is planned to begin in FY2007 and may take from 5 to 10 years to complete given that the buildings need to be vacant and only two to four buildings will be worked on per year. The contract may consist of two parts: (1) A performance based fixed-price component for installation of a fully code compliant automatic wet pipe fire suppression system and a remote reporting fire alarm system in each building. Water supply is adequate for the entire site and within each building. It is expected that all work will be limited to the buildings? interior. Contractor shall provide sprinkler heads in all rooms, corridors and accessible common areas in accordance with the most current codes. The garage/carport sprinklers will be in an unheated space and must be installed in a manner to prevent damage during cold weather. The existing fire alarm system requires replacement as it is not remote reporting, thus is inadequate for the new wet pipe sprinkler system. (2) A construction fixed-price component for miscellaneous building compliance repairs. Deficiencies requiring correction include: entry and egress doors with no visible UL label, inadequate combustion air to the furnaces, inadequate exhaust ventilation from the bathrooms, excessive runs for dryer exhausts, problems with the crawl space ventilation, duct work and insulation, and electrical repairs to correctly size and replace main circuit breakers. Additional items may be required and will be identified during an upcoming design effort. Contract will also call for aesthetically pleasing refinishing or repair work for all disturbed areas to meet or exceed existing conditions. The 32 buildings are mostly 3-story structures. Twenty eight buildings are 13,564 SF each, while the remaining 5 buildings are between 4452 SF to 13,000 SF. The buildings hold from 6 to 12 apartments, each containing 2 to 4 bedrooms. There are approx. 9 building layouts that will be provided to potential offerors. Request industry responses include notices of interest, suggestions for solicitation format, pricing schedules, escalation factors to be used in cost analysis for work to be performed in future years, and any other suggestions industry may want to convey prior to issuance of the solicitation in FY2007.
