- The Federal Bureau of Investigation (FBI), has decided to issue this solicitation as an attachment on 9/11/2006. Interested parties who have responded to the 8/23/2006 notice will have a copied mailed to them. Also, the maximum number of hours for each option period will be 2,000 rather than 1,920. Finally, the FBI will accept proposals based on this solicitation for an indefinite period of time due to the on-going need for contractors to support the Personnel Security Adjudications and the Personnel Security Investigation Sections of the Security Division. Once initial awards have been made, the FBI will maintain a pool of prospective offerors to be used on an as needed basis. All other terms and conditions previously stated remain the same. Telephone requests will not be honored. The solicitaion will be available on or after September 15, 2006 via the General Services Administrations's Federal Bureau Opportunities (FBO) website http://www.fedbizopps.gov. The Federal Bureau of Investigation (FBI), has a need to acquire the services of multiple contractors with experience in reviewing security evaluation analyses, conducting and/or reviewing background investigations in making suitability and/or security adjudication and investigative decisions. The contractors will be assisting the Personnel Security Adjudications and the Personnel Security Investigation Sections of the Security Division. The FBI intends to offer contract awards to a pool of prospective offerors to be used on an as needed basis. The contractors tasks shall include but not be limited to the following: (1) To acquire expertise in performing investigations, suitability and trustworthiness security investigative analysis and adjudications. (2) Prepare written analyses on the aspects of suitability and/or security investigation in making adjudications. (3) Perform reviews of background investigations, personnel records and other records as necessary for making a written record of accuracy and completeness of the investigation. (4) Assist in the preparation of a written record to enable the Security Program Manager (SPM) and/or Task Force Personnel in creating adjudication and investigative records regarding each matter. This type of contract will be for an Indefinite Delivery/Indefinite Quantity (IDIQ) with fixed price for labor-hours. The multiple contracts will have a one-year based period and four one year option periods. The base period will have a minimum of 160 hours and a maximum of 1240 hours. Each option period will have a minimum or 160 hours and a maximum of 1920 hours. A fixed hourly rate of $56.83 per hour has been set for the based period and the option periods will have a 3% cost of living adjustment. The primary place of performance will be in the Washington Metropolitan D.C. area. The NAICS code is 54169 and business size standard is $6.5 million in annual receipts. The contractors shall be required to have a Top Secret security clearance or the ability to cleared at the top secret level. Telephone requests will not be honored
