- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation No. is DJMS-06-R-0044 and is being issued for a Request for Proposal. The proposed Period of Performance is one (1) base year with four (4) renewable options periods. This announcement constitutes the only solicitation and a written solicitation will not be issued. There is no set-aside. This RFP does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. It is anticipated that this award will be made to Glock Inc. The determination to award solely to Glock is based on United States Marshals Service (USMS) Memorandum dated May 21, 2001 which adopted Glock .40 caliber semiautomatic handguns for standardized use throughout the agency. Copies of the memo will be mailed upon request. The following Contract Line Item Numbers (CLIN) will be purchased under the contract: CLIN 0001: 9mmX19 pistols (full size, compact and sub-compact); Model 17L; Model 17; Model 34; Model 19; Model 26. Quantity 5,000. CLIN 0002: .40 S&W caliber pistols (full size, compact and sub-compact); Model 24; Model 35; Model 22; Model 23; Model 27. Quantity 5,000. CLIN 0003: .357 Sig caliber pistol (full size, compact and sub-compact) Model 31; Model 32; Model 33. Quantity 5,000. CLIN 0004: .45 ACP caliber pistols (full size, compact and sub-compact) Model 21; Model 30; Model 36. Quantity 5,000. CLIN 0005: .45 G.A.P. caliber pistols (full size, compact and sub-compact) Model 37; Model 38; Model 39. Quantity 5,000. CLIN 0006: .40 S&W caliber pistols (full size, compact and sub-compact) Model .22. Quantity 5000. CLIN 0007: .40 S&W caliber pistols (full size, compact and sub-compact) Model .23. Quantity 5000. CLIN 0008: Model 17 T Training pistols Blue Frame (fires ?NLTA? FX cartridges). Quantity 2,500. CLIN 0009 Model 17R (9mm) Practice Pistol Red Frame (without firing pin/solid breech-face, closed muzzle) for dummy cartridge/dry fire. Quantity 2,500 CLIN 0010 Model 22P (.40 S&W) Practice Pistol Red Frame (without firing pin/solid breech-face, closed muzzle) for dummy cartridge/dry fire. Quantity 2,500. Special Requirements: All pistols shall be equipped with Trijicon night sights, trigger pull of requestor?s choice, standard or extended magazine release of requestor?s choice, standard or extended slide stop/release of requestor?s choice and six (6) high capacity LE magazines per pistol. Front and rear sight installation tools are to be included with each 50 pistols purchased. All training pistols will be equipped with fixed polymer sights and trigger pull, slide stop and magazine release of requestor?s choice with a quantity of three (3) LE magazines. Delivery Schedule: Contractor?s proposed delivery schedule, based upon quantities ordered, should be specified in the contractor?s proposal. Ship To: All orders for the USMS should be shipped to the following location: USMS Training Academy Building 20, FLETC Glynco, GA 31524 Attn: Steve Bryant All orders placed by agencies other than the USMS should be shipped to the address specified. Additionally, invoices are to be mailed to the place of delivery. Delegation of Ordering Authority: Authorized to place orders: All Govermental agencies are granted authority to place orders against this contract. It is intended that ordering agencies first contact the Contracting Officer for a delivery order number. Agencies placing orders under this contract are bound by the terms and conditions set forth under the contract. Estimated Quantities: Based upon the fact that this contract is intended to be Government wide, it is nearly impossible to determine the total amount of weapons to be ordered, therefore, all stated quantities may be exceeded by 100% for any given option period. Evaluation: The Government will award the contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government. The following factors shall be used to evaluate proposals: (1) Technical: (a) The offeror shall submit a detailed description of the required weapons (b) describe how the product?s capabilities will meet the needs of the United States Marshals Service. (c) The offeror shall explain their plan to ensure product quality in the production and delivery of all weapons and their warranty provisions. (2) Past Performance: Provide 3 recent past performance references of similar contracts currently in place, delivery orders, purchase orders, or a combination of all done within the past three years. Similar contracts listed may include any contract entered into with the Federal Government, agencies of state and local governments, and commercial customers. Include the following information:(a) Name of Contract Activity; (b) Contract Number, (c) Contract Type; (d) Total Contract Type; (e) Description of Item(s), (f) Contracting Officer Name and Telephone Number; (g) Program Manager Name and Telephone Number (if applicable);(h) Contracting Officer?s Technical Representative Name and Telephone Number; and (i) Administrative Contracting Officer?s Technical Representative (if different from (f), and e-mail address. Current, accurate, and complete information MUST be provided to contact each reference. The North American Industrial Classification Code (NAICS) 332994 applies to this procurement. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular (FAC) 2005-12, effective as of August 4, 2006.
