- The Federal Aviation Administration (FAA) intends to award a single-source contract, in accordance with FAA AMS Section 3.2.2.4, to IBM to provide technical support to the Enterprise Architecture requirements for the Office of Information Services and Air Traffic Organization Acquisition and Business Services Information Technology Engineering and Configuration Management Group. This contract will bridge a shortfall in contract support to the Air Traffic Organization Acquisition & Business Service Information Technology Division since the current support contract will expire on September 30, 2006. This bridge contract will be for a period of six months (until April 2007) and the anticipated to dollar value will be approximately $990,000 for labor. A competitive procurement is planned for award during the second quarter of FY 2007 with an anticipated period of performance of five years. The SIR for the competitive requirement will be released during the first quarter of FY 07. The incumbent company, IBM has the capabilities and proven track record to satisfy the FAA's immediate requirement for implementation and support critical elements of the Enterprise Architecture in a timely manner with no learning curve necessary. It has been determined that it is in the best interest of the FAA to acquire these services on a single-source basis. IBM will continue to provide support in the following areas: ?? Review of all elements of the existing FAA Enterprise Architecture (EA) process areas/segments including Business Reference Model, Data Reference Model, Service Reference Model, Technical Reference Model, Shared Infrastructure, Migration Plan, and projects. Update old or incorrect elements of the existing EA as identified by the review. ?? Provide analysis and data modeling services that supplement development of the ATO Target Architecture, by reviewing the current infrastructure baseline and determining an evolution strategy that will meet the technology support requirements of the ATO business activities. ?? Provide support for the FAA IT Asset Baseline activity to include IT asset management enterprise-wide strategy development and integration with other FAA IT processes and repositories such as the EA Repository. Maintain and enhance the IT Asset Baseline reporting database. Support improvement of existing IT asset lifecycle management including governance. ?? Develop fully attributed logical entity relationship diagram that describes all the data elements and their relationships within the agency. Interaction Matrix of Data used by each Function/Process. Develop the FAA Data Reference Model that fully integrates the FAA Data Architecture If your firm believes it can fulfill the requirements, please provide evidence of your firm's capability and experience in providing all of the services outlined above and the FAA will evaluate that information accordingly.
