- DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE A SITE FOR CONSTRUCTION OF A LEASED OUTPATIENT CLINIC VA desires to acquire a no cost, transferable purchase option for a site upon which a leased outpatient clinic may be constructed in Wilmington, NC. The VA will also consider acceptance of a donated site. The property must be available for use and owner must be willing to give VA an option for a sufficient time frame to allow VA to solicit interested developers and award a lease contract. It is VA?s intention to advertise to have the building constructed by a private-sector entity that will be assigned the option to purchase the land, and lease back to VA on a long-term basis of up to 20 years. The VA will consider properties in the range of 12 to 16 developable acres and be capable of accommodating an 80,761 net usable square foot building (NUSF) with on-site parking for approximately 400 vehicles. To be considered, the site must be inside New Hanover County, NC and within the delineated area as follows: beginning at the intersection of Route 117 and Hermitage Road proceed on Route 117 south. Continue south on Route 117 to the intersection of N. 3rd Street. Continue south on N. 3rd Street as it becomes S. 3rd Street. Proceed south on S. 3rd Street to Burnett Boulevard. Continue southwest on Burnett Boulevard to Carolina Beach Road. Proceed south on Carolina Beach Road to Shipyard Boulevard. Follow Shipyard Boulevard east to S. 17th Street. Proceed southeast on S. 17th Street to College Road. Follow College Road north to Oleander Drive. Proceed east on Oleander Drive to Military Cutoff Road. Follow Military Cutoff Road north/northwest to Market Street. Proceed northeast on Market Street to the New Hanover/Pender County Line. Follow the county line west/northwest to Sidbury Road. Follow Sidbury Road west to the intersection with Blue Clay Road. Follow a line west connecting Sidbury Road to Hermitage Road. Continue on Hermitage Road to the point of beginning. Properties with direct frontage on the thoroughfares, which are exterior to the perimeter as described above, would also be considered. Offerors must provide evidence that offered properties are outside the 100-year flood plain and contain no wetlands as defined and certified by FEMA. Sites with environmental issues will not be accepted. VA staff will conduct a site market survey of offered properties.
