Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-06-Q-439 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. (iv) This procurement is being issued as a 100% SMALL BUSINESS set-aside under NAICS code 561790 and small business size standard $6.5 million. (v) The contractor shall provide Service and Maintenance on two swimming pools located on Davis-Monthan Air Force base. Both pools are community-sized with the water capacity and age of 350,000 gallons / 57 years old and 240,000 gallons / 2 years old. The contractor shall maintain swimming pools, consisting of a Ozone Bromine system and a Chlorine Carbon Dioxide Muratic Acid system, in accordance with the statement of work and accepted commercial practices. Cleaning shall be performed a minimum of 3 days per week and all chemicals shall be provided by the contractor. The contractor shall ensure water quality continues to meet or exceed the appropriate Air Force Occupational Safety and Health (AFOSH) Standard 48-14, Swimming Pools, Spas and Hot Tubs, and Bathing Areas, and all Federal, State, Local, Base (AFOSH Standard 48-14), and Environmental Protection Agency (EPA) standards. The contractor shall conduct preventive maintenance/inspections (PMI)/any required maintenance and repair to sustain the water quality of the pools limiting service interruptions. Corrective action shall be performed to correct unscheduled deficiencies noted on systems. The contractor shall prepare and maintain historical records of appropriate sampling and analysis to ensure compliance with all regulatory requirements. The contractor shall make available all records of services to government personnel upon request. The contractor shall advise the 355th Services Squadron Outdoor Recreation (355SVS/SVRO) manager of planned water system shut downs and shall of any pool system condition that will adversely affect customer service.
