Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3H2B16158A300 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-04. This procurement is set aside for 100% small business. The North American Industry Classification System (NAICS) code is 443130. The business size standard is 6.5 million. This is an End of Year (EOY) purchase. It is currently unfunded. Offutt AFB intends to issue a purchase order for the following services: STATEMENT OF WORK: Scope: The work covered by this statement of work includes the furnishing of labor, material, and equipment in performing all operations in connection with the installation of closed circuit monitoring system located in the Fuels Resource Control Center, Bldg. 585. General: The work under this contract will be performed on Offutt AFB Nebraska and can proceed immediately upon award of contract and be completed no later than six (6) weeks after the award. Contractor will comply with the following provisions and is subject to the terms and conditions of the contract. Statement of Work Security Camera System for all Fuels Facilities Dated 1 September 2006 1. The project end date must be with six (6) weeks of award of contract. 2. The contractor will remove and dispose of all unused equipment, wires and garbage and dispose of them properly. 3. There will need to be cameras installed in 9 geographically separated locations. 4. All equipment installed must meet FCC Part 15 requirements. 5. Monitoring system should be expandable for future requirements. 6. No camera?s can be attached to fuel tanks. The contractor will provide a closed circuit system monitoring that meets and/or exceeds the following building requirements: 7. Building 585 Fuels Resource Control Center (RCC) a) The contractor will provide a monitoring system that will be viewable over the intranet and meet all DOD, AF, ACC and Offutt AFB communication requirements. b) The contractor will provide an historical recorder for the system with capabilities to contain at least seven days of digital video. The central point will be in bldg. 585 in the Fuels Resource Control Center. This room must hold the historical recorder. c) The contactor will provide two (2) mounted 32? color flat screen monitors for the Fuels Resource Control Center. d) The contractor will provide a pan/tilt/zoom (P/T/Z) cameras in the Fuels Resource Control Center. e) The contractor will provide a camera with auto tracking for three doors to monitor entry into building and Fuels Resource Control Center 24 hours a day. f) The contractor will provide a cameras to monitor exterior parking area require 360 degree visibility 24 hours a day. (P/T/Z) required. g) The contractor will provide a cameras to monitor truck loading rack require 360 degree visibility 24 hours a day. (P/T/Z) required h) The contractor will provide a camera monitor north east side of building 584 required 24 hours a day i) Distance from RCC - immediate surrounding area 8. Main Service Station The contractor will provide a camera system with clarity to monitor for theft, leaks and safety. P/T/Z required. This area contains 2 buildings, 5 fuel pumps and 3 underground storage tanks. All items in this area will require 360 degree visibility 24 hours a day. Distance from RCC 7,400 ft. 9. Flight Line Service Station The contractor will provide a camera system which require 360 degree visibility 24 hours a day (P/T/Z) required. This area contains 4 fuel pumps and 4 underground storage tanks. Distance from RCC 800 ft. 10. Pump House Building 531 The contractor will provide a camera system which requires 360 degree visibility 24 hours a day (P/T/Z) required. This area contains 1 building and 4 underground storage tanks. Distance from RCC 1,400 ft. 11. Pump House Building 441 The contractor will provide a camera system which requires 360 degree visibility 24 hours a day (P/T/Z) required. This area contains 1 building and 2 above ground fuel storage tanks with approximate 6 ft containment walls. Distance from RCC 400 ft. 12. Cryogenics Building 595 The contractor will provide a camera system which requires 360 degree visibility 24 hours a day (P/T/Z) required. This area contains 1 building, 3 cryogenics tanks storage tanks and this area is fenced approximately 125 ft X 125 ft. Distance from RCC 3,200 ft. 13. Main Storage Area The contractor will provide a camera system which requires 360 degree visibility 24 hours a day (P/T/Z) preferred. This area contains 4 buildings, 5 above ground fuel storage tanks 4 of which has approximate 7 ft containment walls and the area is fenced approximately 800 ft X 800 ft . Furthest Distance from RCC 1,400 ft. 14. Contract is to include a) Technicians/Installers b) Approximate hours to install, setup, and engineering c) Engineering of each site, site study, site plan d) Tower if needed for installation e) All equipment, RF wire, coax, and connectors f) Electrical wiring g) Electrical conduits and boxes 15. EXPRESS WARANTY a) First year: 100% replacement warranty to include all labor cost b) Second and Third year. 100% replacement cost c) Warranty will commence after government acceptance of all items supplied by order. Government will denote acceptance by completion of DD Form 250, Material Inspection and Receiving Report d) Fourth year and beyond: Standard manufacturer pro-rated warranty. Contractor shall provide copy of pertinent warranty information upon completion of installation. Disposal of Material: All other material resulting from work accomplished under this statement of work will be disposed of by the contractor outside the confines of Offutt AFB NE. THE CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) AS WELL AS ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) PRIOR TO AWARD.
