Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 and DFARs Change Notice (DCN) 2006-08-14. Standard Industrial Classification (SIC) code is 7373 and the size standard is $23M. NAICS is 541512. This acquisition is for Brand Name or Equal items only and is a 100% Small Business Set Aside. AFFTC, Edwards Air Force Base, CA is seeking potential sources capable of providing Aechelon pC NOVA Image Generator and pC NOVA Image Generator upgrade in support of the 412EWG/EWGP flight simulation systems. The equipment needs to be equal to the items listed to meet the form, fit, and function of existing systems in accordance with following specification; Aechelon pC-Nova IG, 3 Out The Window + 2 Sensor channels. The system must be able to maintain a real-time 60Hz update rate while generating a scene at 2048x1536 with 250,000 polygons rendered in the scene. Full scene anti-aliasing and 8x anisotropic texture with tri-linear filtering are required for scene blending of LODs (Level Of Detail). Must support full correlation between the sensor database and the Out the window database. The system must be able to generate real-time and realistic weather effects to include clouds, rain, lightning, wind, snow, storm fronts, and wet runways. Up to 150 simultaneous moving 3D models must be displayed in real-time. The system will generate real-time sun cast shadows for moving models and features. CIGI (Common Image Generator Interface) versions 2.1 and 3.1 must be support and integrated by the Image Generator for integration with the simulation host. Support for 1/2 meter / texel resolution inserts into the out the window database. System must be capable of generating 3 synchronized displays and 2 sensor displays in real-time. Both sensor channels must be able to provide a resolution of 640x480 at 60Hz as display a database that is correlated to the 3 out the window channels at the texel level. Required facility power can not exceed a single 120V 3 phase 30 amp electrical drop. Upgrade existing Aechelon pC-Nova IG; Provide 5 channels to upgrade an existing pC-Nova Image Generator. Existing pC-Nova hardware consists of three real-time channels. Required facility power can not exceed a single 120V 3 phase 30 amp electrical drop. Delivery is 120 DARO and Freight FOB Destination Edwards AFB CA 93524. The Brand Name or Equal Purchase will be for Aechelon Technology Three Channel PC Nova Image Generator (IG) system. Brand Name or Equal Justification follows; The Electronic Warfare (EW) Directorate requests the Brand Name or Equal Purchase of system hardware, software, and support toward the upgrade of our current Aechelon Technology Three Channel PC Nova Image Generator (IG) system to an Eight Channel Sensor Simulator PC Nova Image Generator system. The Aechelon PC Nova System IG will be used to drive an eight screen 360 x 240 degree field of view out the window (OTW) visual system and will be used in lieu of Silicon Graphics, Inc. MIPS based technology that is currently in use in the F-16 Systems Integration Laboratory at the ATIC. The new PC based IGs represent significant advances in performance over other systems currently in use. The salient functional characteristics that are essential to the Electronic Warfare Directorate are; Compatibility with existing EW directorate simulation systems as well as the Common Image Generator Interface. Provide OTW correlation with existing assets via a common terrain/sensor database which includes Southwest USA. Preconfigured for compatibility with existing displays. Sensor channels which can render 1600 active pixels by 1200 active lines along with progressive scan video formatting and 60 Hz update and refresh rates; Currently the Avionics Test and Integration Complex uses Aechelon PC Nova IG technology in support of multiple CTFs. There is currently an immediate need for a higher resolution visual system for support of upcoming network centric distributed event testing. At present the Aechelon system is the only one known that can meet our customer?s requirement while providing compatibility to our current system architecture. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
