- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. SOLICITATION NUMBER 06CM010 will be issued as a Request for Quote.This announcemnt constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is issued as a small business set aside and only offers meeting the NAICS code 423430 size will be considered. Standard Industrial Classification code: 423430. Size Standard: 100 employees. FOB: Destination, Acceptance: Destination. DELIVERY: 30 days after receipt of purchase request from Government representative. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. FAR Provision 52.212-1, 52.212-2, applies to this acquisition. Offers shall be evaluated for technical acceptability, fair and reasonable price, adherence to applicable clauses, provisions, delivery schedule and satisfactory past performance record. Additional applicable FAR Clauses: 52.212-4, 52.212-5, 52.203-3, 52.215-11, 52.233-2, 52.247-34, 52.222-26, 52.222-35, 52.222-36, 52.222-37. Offer shall state that a completed provision 52.212-3, Offer Representation and Certification-Commercial Items was filed in the Online Representations and Certifications Application (ORCA) which may be accessed on the internet (https://orca.bpn.gov/login.aspx). The following are contract terms and conditions to implement statutes or orders applicable to Defense Acquisitions of commercial items. PROSPECTIVE CONTRACTORS MUST REGISTER IN THE CENTRAL CONTRACTORS REGISTERATION DATABASE PRIOR TO AWARD OF A CONTRACT. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTERATION DATABASE MAY RENDER YOUR FIRM INELIGIBLE FOR AWARD. Registration can be accomplished on www.ccr.gov. The Contractor shall provide, unless otherwise specified, all labor, supervision, materials, supplies, hardware, software, and equipment necessary to design, build, test a portable 4 channel video recording and Closed Caption searching computer system and make it a turn-key operation in accordance with the terms and conditions contained in this solicitation. All parts must be new and the original manufacturer?s or the manufacturer?s approved substitute. C.1.4 Specifications. Final system will meet or exceed the below listed requirements. C.1.4.1 The contractor shall provide a stand-alone desktop computer or server with normal peripherals such as keyboard and mouse essential to operate the computer, and will be supplied by the contractor. Modem or Ethernet card will be included in final system design based on update requirements of scheduling software in C.1.4.3. C.1.4.2 The computer system shall routinely record an excess of 270 hours a week; while simultaneously record a minimum of four different TV programs at once in DVD-quality mode with minimal degradation of CPU processing capability. C.1.4.3. The system shall include appropriate software to schedule program recording using Internet or modem for TV Guide updates. The software will also allow a keyword and phrase search using the Closed Caption system. For example, typing in the keyword "ranger", will bring up every clip where ranger is mentioned. Likewise, when the phrase "special operations" is typed in only the clips with the phrase special operations will come up, it will not bring up clips with the keywords "special" or "operations" used alone. C.1.4.4. The system shall include a video editing suite to allow viewing of recorded material and editing out of USSOCOM specific news reports without going through multiple screens or menus. The system shall allow output, or recordings, in either DVD format onto a DVD; or MPEG format onto a USB storage device. C.1.4.5. A DVD Burner that allows in-computer design and printing of disc labels. C.1.4.6. 19-inch flat-panel screen. C.1.4.7. 1 GB System memory C.1.4.8. Compatible computer operating system. C.1.4.9. Provide end-user operational and troubleshooting manual(s). C.1.4.10. The system shall show the four channel output on the 42 inch LG Flatron LCD provided by the Government. C.1.5. Government supplied material. The Government will provide the following items for use with the supplied system. C.1.5.1. 42 inch LG Flatron LCD. C.1.5.2. Contracted basic cable service. C.1.5.3. Internet or telephone access. C.1.5.4. Installation of product and connection to Internet or telephone system. C.1.5.5. Extron MVP 104GX Multi Video Processor. C.1.5.6. AMX wireless remote controller.
