- The 15th Contracting Squadron, Hickam AFB, Hawaii, intends to award a competitive Firm-Fixed Price contract. The contract is expected to begin on/about 27 Sep 2006 with a performance period of 60 calendar days. This is for non-personal services and includes the following: Contractor will furnish all necessary management, labor, tools, supplies, equipment, materials, supervision and all other essential necessary to perform the preparation and repainting of twelve (12) U.S. Air Force vehicles 2ea. - Buses -29 passenger (registration #s 94B2857, 95B2269, or suitable sub) 1ea. - Bus-45 passenger (registration #95B2313) 1ea. - Tow Truck (registration #94C233) 2ea. - Hydrant Fuel Trucks (registration #s 97L311, 97L312) 4ea. - Aircraft Refueling Trucks, 6000 gal. (Registration #s 90L380, 90L381, 97L162, 97L164) 2ea. - Forklifts, 4000 lbs. (registration #s 99E19, 95E568, or suitable sub) A preaward site visit will be conducted on 13 Sept at 1400hrs at 135 A Street, Bldg 1203, Hickam AFB, Hawaii. All interested parties must be in attendance to be considered for award and business are to be located on the island of Oahu, Hawaii. To gain access to Hickam AFB for the site visit, the following is needed NLT 1400hrs on 12 Sept 06: Full birth name, Social Security Number, Date of Birth, Place of Birth and Nationality. The estimated release of the commercial solicitation, with attachments such as the Statement of Work, will be on/about 11 Sept 2006. Once available, this solicitation must be downloaded from http://www.fbo.gov. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored. All information required for submission of an offer will be identified in the solicitation. Once solicitation is posted, it is important for all interested parties to review this site frequently for any updates and or amendments to any and all documents. The Government contemplates award of this requirement on/about 25 Sep 2006, with a performance start date of on/about 27 Sep 2006. This notice serves as preliminary information and does not obligate the government to award a contract, restrict the government in its ultimate acquisition approach, or obligate the government to pay for proposal cost. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DOD Central Contractor Registration (CCR) database and with the Online Representations and Certifications Application (ORCA), or risk having their proposals declared non-responsive. ORCA replaces most paper-based representations and certifications previously found in Section K of contractor proposals. The applicable North American Industry Classification System (NAICS) code is 811121 with a small business size standard of $6.5 million dollars. For the purpose of award, offers will be evaluated based upon the following factors, listed in descending order of importance: (1) Price and (2) Period of Performance and (3) Past Performance. Price will be evaluated for realism, completeness and reasonableness. The Period of Performance and Past Performance when combined are significantly less important than price. Offerors are further advised to note, that an award may be made without discussions or any contact concerning the proposals reviewed. Therefore, proposals should be submitted in the most favorable terms for all evaluation factors. All responsible sources may submit an offer that will be considered.
