- COMBINE/SYNOPSIS SOLICITATION (1). This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. (2). Request for Proposal (RFP) W912LA-06-R-5005 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFP. Submit written offers only, oral offers will not be accepted. All firms or individuals resp onding must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. NOTE: CCR registration must be completed prior to contract award. (3). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation and the Department of Defense FAR Supplement dates 1 July 2006. It is the contractors responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil/ (4). This procurement is being issued as 100% Small Business Set-Aside. The North American Industrial Classification Standard (NAICS) is 541350. Reference location http://www.wdol.gov/sca.aspx#0 (6) STATEMENT OF WORK (SOW): CLIN (0001) STATEMENT OF WORK Service Agreement for Grounding, Lightning/Static Protection System Inspections FY07. Location: Buildings 1193, 1397, 1398, 1404, 1405, 1250, 1382,1359, 1412, 1413, 1394, 1254, 1296, 1142, POL Facilities, all 147th FW ANG Aircraft Ramp and Parking areas Work Order # 20061300 Reference: NFPA 70 (NEC), AFI 32-1065 (Civil Engineering Grounding Systems, Oct 98) and AFMAN 91-201 (Explosives Safety Standards,Oct 2001, chapter 5) Scope: Contractor to provide all parts, materials, labor, transportation and equipment necessary to inspect and test for equipment grounding, lightning protection, and static protection for the following: Inspection description and frequency requirements: a. Visual inspection and resistance check of facility grounds (25-ohm max). Frequency: Once during FY 07. b. Visual inspection of lightning protection system. Frequency: Once Nov 06. c. Conductive floor grounding check. The resistance between the ground and the wearer must not exceed 1,000,000 ohms (the total resistance of conductive shoes on a person, plus the resistance of floor to ground). Frequency: Twice during FY 07 (Nov/May). d. Resistance check on lightning protection system (25 ohms max except Ground Loop System). Frequency: Once Nov 06. e. Continuity checks on air terminals, bonds, and conductors (1 ohm). Frequency: Once - Nov 06. f. Static bus bar continuity to ground/check grounding points to bus bar for continuity (1 ohm). Frequency: Once Nov 06 g. POL requirement is only required the following: Visual inspection and check tightness on ground conductors. Frequency: Quarterly - Nov 06, Feb 07, May 07, and Aug 07 Inspectors and testers must compile and maintain records of their inspections to include: a. A sketch of the grounding and lightning protection system showing test points, and where the services enter the facility. Sketch should also show the location of the probes during the ground resistance test. Separate sketches are suggested for static, earth ground, and lightning protection systems on large complex facilities. b. Date actions were performed. c. Inspectors or testers name. d. General condition of air terminals, conductors, and other components. e. Security of attachment for conductors and components. f. Resistance measurements of the various parts of the ground terminal system. g. Discrepancies noted and corrective actions taken h. Contractor will provide the above items to the Base Civil Engineer Grounding resistance, continuity tests, and visual inspections testing requirements: a. Instruments must be able to measure 10 ohms + or 10 percent for ground resistance tests, and 1 ohm + or for continuity testing. Only instruments designed specifically for earth-ground systems are acceptable for ground resistance testing. Earth gro und resistance should be less than 25 ohms unless specified different in this document. Visual inspections of lightning protection systems: Note: Inspect all visible parts of the systems. Pulling or tugging on conductors and connections to insure soundness is a necessary part of these inspections, but be careful not to damage the system in the process. Visual/physical inspections must deter mine if: a. The system is in good repair. b. There are loose connections that might cause high resistance joints. c. Corrosion or vibration has weakened any part of the system. d. Down conductors, roof conductors, and ground terminals are intact. e. Braided bonding wires are excessively frayed (cross sectional area reduced by half) f. Ground wires on lightning protection masts are damaged by lawn mowers or other equipment. g. Additions or alterations to the protected structure require additional protection. h. Surge suppression (over voltage) devices appear damaged i. The system complies with applicable sections of NFPA 780, Standard for the Installation of Lightning Protection Systems Visual inspection of facility grounds. a. Inspect all visible and accessible parts of the system. b. Determine if they are in good condition and the installation meets NEC requirements. Typical items to check: 1. The system is in good repair. 2. There are no loose connections. 3. The system neutral is grounded at the service entrance (this includes the connection to the grounding electrode). 4. Separately derived systems are properly grounded. 5. Flashover protection is installed on insulating fittings on underground metallic pipelines entering the facility. 6. Grounding systems within the facility are bonded together at ground level or below. END SOW (7). An organized site visit has been scheduled for September 13, 2006 at 9:00 am. Responsibility and Inspection: Unless otherwise specified in the contrac t or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (9). The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other fact ors considered. Award shall be based on Best Value to the Government. Best value can include but is not limited to price, delivery date, past performance, and technical capability. (10).
