Description
COMBINE/SYNOPSIS SOLICITATION (1). This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. (2). Request for Proposal (RFP) W912LA-06-R-5006 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals resp onding must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. NOTE: CCR registration must be completed prior to contract award. (3). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation and the Department of Defense FAR Supplement dates 1 July 2006. It is the contractors responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil/ (4). This procurement is being issued as 100% Small Business Set-Aside. The North American Industrial Classification Standard (NAICS) is 238220. The Small Business Size Standard is as follows: $13.0 Million. STATEMENT OF WORK (SOW): CLIN (0001) HVAC INSPECTION FFP Services Non-Personal: Contractor shall provide all supervision, personnel, equipment, transportation, materials, and other items necessary to perform the duties outlined in the Statement of Work. CONTRACTOR TO PERFORM HVAC INSPECTIONS IN ACCORDANCE WITH THE ATTACHED STATEMENT OF WORK FOB: Destination NSN: H341-00-000-0000 MILSTRIP: F6S3CE6180A100 PURCHASE REQUEST NUMBER: F6S3CE6180A100 SIGNAL CODE: A STATEMENT OF WORK PROJECT: Preventive Maintenance Inspections Chillers and Rooftop HVAC systems, FY 07 LOCATION: Ellington Field and LaPorte Scope: Contractor to provide all parts, materials, labor, transportation and equipment necessary to inspect, test and check operations on Heating/Ventilating & Air Conditioning systems. Frequency: Preventive Maintenance checks/inspections will be conducted once each quarter, separated by a minimum of 6 weeks between inspections. Equipment Locations: Building 1057  one air-cooled chiller, one rooftop package unit Building 1193  one air-cooled chiller, four rooftop package units Building 1256  one air-cooled chiller Building 1258  one air-cooled chiller Building 1296  one air-cooled chiller Building 1377  one air-cooler chiller, two rooftop package units Building 1382  one air-cooler chiller LaPorte building 1  one air-cooled chiller, two rooftop package units Additional Conditions: Contractor must hold a Class A State of Texas HVAC license to inspect/test chillers sized larger than 100 tons (two of the seven are 125 tons). First inspection after contract has been awarded will be using the Annual and Quarterly criteria. The written report from this inspection will be used as the baseline for all equipment operation for determining system inconsistencies, if any. Inspections will be scheduled a minimum of one week prior to actual inspection via telephone to allow sufficient time and coordination due to the need for escorted entry into some equipment areas. Contractor will perform services between the hours of 7 AM and 4:30 PM, Tuesday through Thursday unless advance approval has been granted for working other days and/or times. Point of Contact for scheduling will be Ellington HVAC Technicians, phone number 281-929-2622. Written reports for each piece of equipment will be required within one week following each inspection. Written reports will include date inspection performed and Technician who performed inspection, results of all tes ts/checks, resistance readings, potential future problems, any unsafe conditions, corrective actions taken (if any) and recommendations for more energy efficient operation of the equipment. Reports will be returned to Ellington HVAC Technicians, who will also verify that inspections have been performed as specified, which authorizes payment of invoices. Contractor will be responsible for his own security of tools, materials and equipment. The Contracting Officers representatives (Ellington HVAC Technicians) have the right to inspect all Contractors work. All prospective bidders are highly encouraged to visit the site of work to familiarize themselves with the existing conditions and the scope of work. The following items are to be inspected/tested/checked quarterly for air-cooled chillers: 1. Check refrigerant levels in all circuits 2. Check oil level in all circuits, perform oil analysis, add oil as required 3. Check compressor crankcase heater, oil temperature and lubrication system 4. Check voltage/amperage at all compressors and fan motors 5. Check and test all operating and safety controls 6. Check for proper voltage and motor starter operations 7. Check for proper settings for sub cooling and superheat 8. Inspect all coils for blockage and ensure all tubing is clean 9. Inspect/tighten all electrical connections in unit 10. Check fan motor and blades for proper operation, rotation and wear 11. Inspect all electrical relays, contactors and controls for proper operation, calibrate or replace controls as needed/recommended 12. Inspect/test all sensors for proper resistance and operation, calibrate or replace as needed/recommended 13. Check operation of chiller unit water flow switch 14. Check all insulation on unit for wear, missing or damage. Replace as needed. 15. Ensure all unit fasteners are tight, repair/replace as needed 16. Remove any debris from inside and around unit 17. Log operating conditions to include, but not limited to, ambient temperature, relative humidity and all chiller operating temperatures/pressures/resistance readings at time of inspection 18. Review past operating logs to determine inconsistencies, if any The following items are to be inspected/tested/checked annually for air-cooler chillers, IN ADDITION TO THE QUARTERLY INSPECTION ITEMS: 1. Perform megohmeter readings on compressor motor windings to check for resistance, record readings for written reports 2. Change oil filters in all circuits 3. Conduct oil acidity & viscosity test 4. Conduct refrigerant leak test on all circuits 5. Change filter drier(s) 6. Inspect/clean all electrical contactor contacts, check contact wear, replace as required/recommended 7. Inspect/check/test all relays, operating controls, safeties, sensors, unloaders, system interlocks, auxiliary equipment 8. Log all test data to include, but not limited to, ambient temperature, relative humidity, resistance readings, temperatures, pressures and all chiller operating conditions at time of inspection 9. Review past operating logs to determine inconsistencies, if any The following items are to be inspected/tested/checked quarterly for package HVAC units: 1. Check voltage/amperage at all compressors and fan motors 2. Check compressor operating pressures/temperatures 3. Check refrigerant levels in circuit(s) 4. Check operation of crankcase heater, if applicable 5. Check/tighten all electrical connections 6. Check all starters/contactors/relays for proper voltage, cleanliness and wear 7. Check/test all operating and safety controls 8. Check for visible refrigerant and/or oil leaks 9. Check cleanliness of condenser and evaporator coils, ensure tubing is clean 10. Test sensors for proper resistance and operation, if applicable. Calibrate or replace controls as needed/recommended 11. Check vee belts for wear, tightness and alignment 12. Check blower wheels, fan blades for proper rotation, cleanliness and alignment 13. Check /lubricate all motor bearings as applicable 14. Check air filters 15. Check heat exchanger/burner(s) for cracks, corrosion, clean as needed 16. Check ignition for proper sequence of operation 17. Check/clean inducer fan motor, if applicable 18. Check all insulation on unit for wear, missing or damage. Replace as needed. 19. Ensure all unit fasteners are tight, repair/replace as needed 20. Remove any debris from inside and around unit 21. Check overall condition of unit 22. Log operating conditions to include, but not limited to, ambient temperature, relative humidity and all unit operating temperatures/pressures at time of inspection 23. Review past operating logs to determine inconsistencies, if any The following items are to be inspected/tested/checked annually for package HVAC units, IN ADDITION TO THE QUARTERLY INSPECTION ITEMS: 1. Check operation of economizer, if applicable 2. Check/clean/vacuum secondary heat strip kits, if applicable 3. Inspect all electrical relays, contactors and controls for proper operation, calibrate or replace controls as needed/recommended 4. Conduct refrigerant leak test on circuit(s) END SOW (5). Award shall be based on Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (8).
