This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a writte n solicitation will not be issued. The solicitation number is W911QX-06-T-0181. This acquisition is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitio n Circular 01-25. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respo nd to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) days after date of publication of this synopsis will be considered by the Government. A determin ation by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is a sole source to Centorr Vacuum Industries, Incorporated, 55 Northeastern Blvd unit 2, Nashua, NH 03062-3126. The Associated NAICS code is 811310, Place of Performance: US. Army Research Laboratory, Aberde en Proving Grounds, Aberdeen Proving Ground, MD 21005-5069 and as outlined in the Description of requirements. 2. The following is a list of contract line items number(s) and items, quantities and units of measure (including option(s), if applicable): CLIN 0001 Parts and labor to repair existing vacuum furnace by supplying new tank, frame, water manifold, diffusio n pump, and associated parts, 1 lot CLIN 0002 Contractor Manpower Reporting, 1 lot. 3. Description of Requirements: C.1 Background: C.1.1 The required system to be repaired was a commercially available high temperature furnace, with proven capabilities, for performing high temperature (greater than 2000?C) operations under vacuum. This vacuum furnace was purchased in 1997. Over the ye ars, the vacuum furnace has needed minor repairs and has been modified to the Governments specifications. The system has been damaged and is need of parts for parts and repair. C.2. Requirements and Specifications C.2.1 The Contractor shall provide labor and parts to repair vacuum furnace. C.2.4 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (including subcontractor manpower) required for perform ance of this contract. The contractor is required to completely fill in all the information in the format using the following web address https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task order and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number email address identify of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each govern ment fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contrac tor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. 4. Delivery is 14 weeks after contract award. Delivery shall be made to the Army Research Laboratory, Aberdeen Proving Grounds, Aberdeen Proving Ground, MD 21005-5069 by an authorized Government Representative after installation of parts and repairs of th e Furnace in accordance with Paragraph C.2. The FOB point is destination. 5. The provision 52.212-1, Instructions to Offerors  Commercial applies to this acquisition. 6. Offerors shall include a completed copy of the provision of FAR 52.213-3, Offeror Representations and Certifications  Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications  Commercial Items, with its offer.
