- Market Survey Family of Medium Tactical Vehicles (FMTV) 1. Family of Medium Tactical Vehicles. The Product Manager, Medium Tactical Vehicles (PM MTV) located at the United States Army TACOM Life Cycle Management Command (LCMC) in Warren, Michigan is seeking to identify sources capable of manufacturing the exi sting designed vehicles and provide System Technical Support (STS) and Maintenance Technical Representative (MTR) support for the follow-on acquisition of Family of Medium Tactical Vehicles (FMTV) consisting of 2? & 5 ton trucks and trailers. The vehicles should possess capabilities that meet the requirements specified in the Army Technical Purchase Description (ATPD) 2131, Rev E (Attachment 1*) and Vehicle Characteristic Sheets (Attachment 2) for the following variants: M1078A1 LMTV Cargo with & without winch M1079A1 LMTV Van with & without winch M1080A1 LMTV Chassis M1081A1 LMTV Airdrop Cargo M1082 LMTV Trailer M1083A1 MTV Cargo with & without winch M1084A1 MTV Cargo with Material Handling Equipment M1084A1/RSV HIMARS Resupply Vehicle M1085A1 LWB Cargo with & without winch M1086A1 LWB Cargo with Material Handling Equipment XM1087 Expansible Van M1088A1 MTV Tractor with & without winch M1089A1 MTV Wrecker with winch M1092A1 MTV Chassis M1093A1 MTV Airdrop Cargo M1095 MTV Trailer M1096A1 LWB Chassis XM1140 HIMARS Launcher Chassis XM1147 Load Handling System (LHS) Trailer XM1148 Load Handling System (LHS) Truck M1157 MTV 10 Ton Dump with & without winch * Attachment 1 is For Official Use Only and will be provided separately by request to the P.O.C. identified below. 2. Market Survey Request. This market survey seeks to determine industry capability to provide 2? and 5 Ton trucks and trailers, including STS and MTR support beginning in FY08. If interested, furnish your detailed response and technical information qu estionnaire. Additionally, provide any supplemental information or commercial literature describing the human factors, engineering, safety, supportability, quality, cost, product availability or other information not specifically requested that you feel w ould be informative. The Government does NOT wish to obtain any proprietary or otherwise protected documents as a result of this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. This market research process is intended to obtain only commercially available information about contractors products. All portions of these enclosures are merely for market research purposes, subject to change at any time, are in no way binding on the Government and do not represent an established requirement. These enclosures are furnished for information purposes only with the understanding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in these enclosures. To what extent does contract type/structure (i.e. multiyear contract, IDIQ, requirements contract with options) and length (3 vs. 5 years) influence your interest in participating in an RFP for this requirement? Logistics: 8. Describe your Integrated Logistics Support program including personnel and maintenance training, provisioning, technical manual development, and fleet management. 9. What is your experience with Army repair parts provisioning and developing Army formatted Interactive Electronic Technical Manuals (IETMs)? Production Capability: 10. Would a sub-contractor produce some or all of the vehicles? Please elaborate. 11. The trucks are required to have armor protection that affords a degree of ballistic protection to be determined by the Government for the operator and passenger. The ballistics protection to be installed on production vehicles includes armor parts de termined to be hard to install after production and permanent mounting provisions designed to accept armor components installed as necessary in the field. Please describe the experience/capability you possess in this area and how does this armor assembly requirement otherwise impact your production capability? 12. What is the production lead time to deliver test vehicles after contract award? 13. What is your production rate per month? 14. With your current facilities, what is your maximum (surge) production rate? Engineering: 15. Does your company have the capability to submit data/drawings via electronic/digital data media? Can your company provide data through a web-based Advanced Collaborative Environment (ACE)? If yes, what hardware and software do you use? 16.
