Description
The US Army Corps of Engineers, Jacksonville District intends to take 12 passengers on a helicopter flyover of south Florida. The flight shall begin the morning of 27 September 2006 at Everglades National Park, Florida and end the evening of 28 Sept ember 2006 in West Palm Beach, Florida. Description of the flight requirements is as follows: DOD Policy (DODD 4500.53) requires that DOD components procure commercial air transportation services from air carriers approved by the DOD Commercial Airlift Review Board. Only DOD Approved Air Carries are eligible for award for this requirement. Contra ctor shall provide the necessary personnel, facilities, supplies, and personnel for this aerial tour of south Florida. Adequate seating for the 12 passengers (adult men) is required; average passenger weight is 200 pounds (actual weights range from 250 po unds to 135 pounds, but total weight is not greater than 2,400 pounds). Contractor may propose using either one or two helicopters for this work; three or more helicopters are not acceptable. Headsets for two-way communication for passengers are required . On 27 September 2006, the flyover shall begin at 11:00 am EDT and include approximately 3 hours flight time and approximately 3 hours standby time, with one known scheduled stop. On 28 September 2006, the flyover shall begin at 8:45 am EDT and include approximately 4 hours flying and approximately 4 hours standby time, with two known scheduled stops. Any additional stops for refueling shall be dictated by the Contractor. Contractor shall verify any aerial obstructions prior to flight. Exact longitude and latitude coordinates of pick up locations and locations of stops will be provided in solicitation. For stops at airports, Contractor may choose terminal (Signature, Galaxy, etc.). Contractor shall verify with the Avon Park if the bombing range is act ive on 28 September 2006. If it is active, the flight plan will be slightly altered. Maps of the aerial tour will be supplied with the solicitation. The NAICS code for this acquisition is 481211. This solicitation is set aside for small businesses. This solicitation will be distributed using the FedTeDS System. Solicitation W912EP-06-T-0054 will be available on 12 September 2006. Interested bidders must register with FedTeDS.
