Description
Notice of Intent: The Bureau of Reclamation intends to award a requirement to support the Bureau of Indian Affairs' (BIA) dam safety program by providing maintenance (preventative and repair) for the following Early Warning Systems (EWS): the Navajo Dams on the Navajo Indian Reservation, Arizona; Lower Two Medicine and Four Horns Dams on the Blackfeet Reservation in Montana; Neopit Dam on the Menominee Reservation in Wisconsin; and potentially two dams on the another Reservation in Montana. Maintenance of these existing EWSs is required to ensure that the systems are fully functional. Training is also required on the use of the EWS and will specifically address operations, maintenance, customization, and use of the Rugid transmitters and Events base station software. The EWSs include a variety of technologies including the Rugid Model 3, 5, and 9 transmitters, SDX 1100 commercial satellite transceiver, and data concentrator schemes vie the internet and/or satellite rebroadcast that are currently implemented at the EWS locations. Regular and preventive maintenance shall include but not limited to: Verification of sensor readings and calibration; replacement of damaged or missing parts or housings; verification that float switches send an appropriate signal to the base station and the National Monitoring Center; perform field check of meteorological and hydrologic sensors for accuracy and recalibrate instruments when necessary; test and tune as needed all radios documenting forward and reflected power for each site; calibrate the tipping bucket rain gage; perform field check of meteorological AND hydrologic sensors for accuracy; recalibrate hydrologic sensors when necessary if possible; identify meteorological sensors that are not reporting the correct values; identify any replacement items needed; test and maintain cables, connectors, antennas, grounding systems, solar panels and other system components; provide full documentation of each site visit, and database tracking of all components, calibrations, tests, and repair activities; provide detailed report to Reclamation documenting work activities completed. Reclamation intends to award the requirement on a sole source basis to Rainfall Supply, Inc, 206 Hazelwood Dr., Nederland CO 80466. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13 and Acquisition of Commercial Items, FAR Subpart 12. The proposed action is for services for which the Government believes that there is only one responsible source and no other service will satisfy the agency's requirement due to the unique mixture of electronic components and telemetry options. Reclamation prepared a Justification for Other than Full and Open Competition to support this acquisition. Firms that believe they can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar service must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered strictly for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 561621, which is 11.5 Million.
