Description
The Naval Air Systems Command (NAVAIRSYSCOM) Patuxent River is seeking information from potential sources regarding high effective radiated power threat simulator development at U.S Navy training ranges. The intended use of this technology is to accurately simulate modern, multiple target tracking electronically scanned array air defense radars in support of aircrew training. This request is for INFORMATION PURPOSES ONLY. The intent is to support an analysis of alternatives (AOA) that would encompass requirement definition and the use of a systems engineering process to evaluate candidate systems. The AoA will examine the metrics including: effective radiated power, frequency range, pulse repetition interval (PRI) and PRI patterns, intrapulse modulations, simulation of multi-target tracking capability, beamwidth, gain, beam scan parameters, sidelobes, portability, programmability, etc., that meet the high - fidelity requirements for the U.S. Navy threat radar simulators. Wide radio frequency (RF) range is of great interest to cover the maximum possible number of radar types with one simulator with an objective of matching the actual radar effective radiated power levels. Incremental increases in capability are desirable if its spreads the procurement costs across several years but yields useful initial capability. Actual aircraft tracking capabilities may not be necessary if the simulator can accurately replicate the transmissions and multiple target tracking capability of modern air defense radars, and can point beams accurately at tactical aircraft using Tactical Combat Training System track data. Companies responding to this request should provide detailed information on their capabilities and experience to Richard Egan, Code 4.5.5, 48110 Shaw Road, Suite 3122, NAS Patuxent River, MD 20670-1906. Interested companies are requested to provide the following information: Company point of contact, address and phone number; EW system description to include weight, size, power, and performance capabilities; data format (s); available timeframe and a description of current or past efforts in EW threat simulators against airborne targets and/or ultra wideband RF technology especially at high - fidelity effective radiated power levels. Respondents must clarify if their organization can provide commercial or non-developmental/prototype items that could be modified to meet NAVAIRSYSCOM requirements. Written responses are to be limited to five pages plus pre-printed brochures. Submit responses/brochures any time on or before XX September 2006. All proprietary portions of the submitted responses should be clearly identified and will be treated with the strictest of confidence. Proprietary information MUST be marked as such, on a page-by-page basis. Please reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Written responses are not restricted in any way to any particular entity. Historically Black Colleges and Universities, Minority Institutions, Tribal Colleges and Universities, and small, HUBZone small disadvantaged, 8(a), or a large business. Please address all technical questions to Mr. Richard Egan, Code 4.5.5, (301) 342-0051. This announcement is NOT a Request For Proposal nor does the Government intend to pay for any information/items submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be published separately in FedBiZOpps.
