- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1 each - Brookfield Model R/S Plus CPST-P1 Cone/Plate Rheometer with operation by controlled stress and controlled rate. 1 each - RSS-2000 RHEO 2000 control and analysis software including RSS-9 Cable. 1 each SST software module. 1 each RC50-1 Cone Spindle; 50 mm diameter; 1" angle 30-2x10 5 cP. 1 each RP25; 25mm plate spindle. 1 each RP50; 50mm plate spindle. 1 each B41000; 41,000 cPs mineral oil viscosity standard (print), B11000, B20000, B80000, B420000 standard also available. 1 each Training for R/S viscometer. This requirement is sole sourced to Brookfield Engineering Laboratories, 11 Commerce blvd., Middleboro, MA 02346-1031, based on the Brookfield rheometer is the only device of its kind on the market that can provide the needed rheological data for the types of materials that we are looking to test. It also provides that data using less than 1-gram of material to run each test, which is also unique. This is an important safety feature of this machine, as high explosive materials are the primary samples to be tested on it. Other methods for determining propellant pot-life require large sample sizes, repeated user contact with energetic materials, and poorly accurate measuring devices. Any firms believing that they can provide the Brookfield Model R/S plus CPST-P1 Cone/Plate Rheometer with operation by controlled stress and controlled rate, may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the data without causing programmatic hardship.
