- Ref: PR 10184475. The Contracts Department at Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, has a requirement to procure, on an other than full and open competition basis, engineering services from California State University at Northridge (CSUN). The services will include the following: STATEMENT OF WORK ? CSUN will assist NAWCWD, Point Mugu personnel in an opportunity for proficiency training and professional development. The area of work will be the development of microstrip wrap around antennas on cylindrical and conical surfaces. The proposed work involves the following: 1) A study of current literature for selecting the promising microstrip antenna implementations. 2) Design based on methods described in the literature as well as Computer simulation on software tools: Ansoft's HFSS and Designer. 3) Build and test the antennas at CSUN or at Point Mugu. 4) Interact with the engineers at Point Mugu to provide a training vehicle for both parties. This work will be carried out in the form of a 'Design Clinic' at the College of Engineering and Computer Science at CSUN and will use the facilities available at CSUN's antenna lab and those at Point Mugu. The schedule for work will be during the Fall and Spring Semesters (September 2006 through May 2007).! CSUN has unique antenna measurement capabilities and professors with national standing in antenna measurements and development, as well as the compatibility with NAWCWD Point Mugu in the use of the same computer programs to design antennas. A separate written solicitation will not be issued, however, any firms believing they can provide this particular service may submit a written response to be received at the Contracting Office not later than 11 Sep 05, clearly showing the firm's ability to do so without compromising the quality, accuracy and reliability of the data and without causing programmatic hardship to the Government.
