- REQUEST FOR INFORMATION - MARKET RESEARCH SURVEY TO VALIDATE SCOPE AND GROUPING for Virtual Systems Command (VSYSCOM) Computing Services. The preliminary planning process is being performed in accordance with OPNAVINST 4860.7D Navy Commercial Activities Program, (28 September 2005) and the Office of Management and Budget Circular Number A-76 (Revised May 29, 2003). Performance of Commercial Activities. Market research is being conducted as part of the preliminary planning phase (prior to formal public announcement) in accordance with OMB Circular A 76 and Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to validate the scope and grouping of functions, determine the appropriate North American Industry Classification System (NAICS) code, and confirm whether potential sources are available to satisfy agency requirements allowing standard public-private competition. Small business sources will be considered in this research. A contract may or may not result depending on the outcome of the market research and subsequent public-private competition. The purpose of conducting a public-private competition is to determine the most efficient and cost effective method for providing the services required. The public-private competition will determine whether the services will be performed under contract from commercial sources or continue to be provided by a More Efficient Organization (MEO) of the federal workforce. The Government contemplates the issuance of a solicitation for all or part of the service requirements defined below. Research Method. A questionnaire has been specifically designed to focus on the scope of requirements of this competition. A separate questionnaire form will be used to record market information obtained from each commercial source included in the research.
