- The Fleet and Industrial Supply Center (FISC), San Diego, CA, on behalf of the Naval Postgraduate School (NPS), Monterey, CA intends to award a sole source, performance-based services contract to Anteon Corporation, Fairfax, VA, for technical support of research projects under the purview of the Center for Information Security Studies and Research (CISR) at NPS Monterey. The period of performance will be 1 December 2006 through 30 November 2007, subject to availability of funds under FAR 52.232-18. The statement of work includes, but is not limited to, support by the following technical disciplines: (a) software engineer; (b) engineering technician; and (c) high assurance engineer. The software engineer, at a minimum, must meet the following characteristics: (a) Legacy Engineer with knowledge of Unix, C/C++, formal tools, Windows NT, trusted platforms; (b) experience in development of reference validation mechanisms, Secure Diskless Linux client and Thin clients, Linux Kernel debugging, audit systems, role-based access control, login mechanisms, and enterprise security architectures; (c) experience in developments within the context of trusted systems; (d) experience in security evaluation processes; (e) formal system specification and covert channel analysis; (f) experience in module development, testing and system documentation; and (g) Bachelor?s Degree in Computer Science or closely related field and familiarity with National Security Agency information security evaluation ratings and processes. The engineering technician, at a minimum, must meet the following characteristics: ability to (a) keep metrics, data, and documents necessary for the preparation of technical reports required by project sponsors and for facilitation of engineering activities requiring technical support; (b) assist in developing project resource estimates; (c) prepare draft procurement requests in support of the project schedules for CISR research projects; (d) prepare of budget and resource estimates for new projects; (e) prepare revised budget estimates for existing projects; (f) ensure that project travel activities as they relate to the proposed scope of work and nature of specific research projects, are arranged, coordinated, and documented as needed for project participants on and off the NPS campus; (g) prepare draft labor projections for projects and estimating labor needs for projects; and (h) perform general technical and office type support tasks as needed for several related projects. The high assurance engineer, at a minimum, must meet the following characteristics: (a) Bachelor?s degree and at least 10 years of software development experience; (b) facile in programming in C or C++; experience in the use of robust software engineering methods, such as MIL-STD 483, for the development of software targeted to a ?trusted computing base?; (c) experience in programming within the Unix environment; (d) experience in network programming for various protocols such as X.25 and TCP/IP; and (e) experience in project configuration management and integration. The contractor shall also draft documents that will be used by NPS Faculty in the recruitment of new students into the Federal Cyber Corps Scholarship for Service Program (SFS). This work will necessitate fielding phone calls, collecting data about the program, and preparing draft student recruitment materials. This work will also involve drafting projections of student labor burn rates for the (SFS). This work will also necessitate working with Cyber Corps students to ensure that required program paperwork is submitted to, and approved by, NPS faculty and staff and submitted to the U. S. Office of Personal Management. All work shall be performed at the Naval Postgraduate School (NPS), Monterey, CA. The contractor will be required, at times, to travel. Travel shall be accomplished under the Joint Travel Regulations. NAICS Code 541330 and small business standard of $4.5M is provided for informational purposes only.
