- The Fleet and Industrial Supply Center (FISC), San Diego, CA, on behalf of the Naval Postgraduate School (NPS), Monterey, CA intends to award a sole source time and materials performance-based services contract to Complex Solutions, Inc., Kailua, Hawaii for support of the Center for Civil-Military Relations (CCMR) at NPS Monterey. The period of performance will be 1 December 2006 through 30 November 2007, subject to availability of funds under FAR 52.232-18. The statement of work includes, but is not limited to, the following technical requirements: (a) The contractor shall provide technical support, state of the art training tools and experienced instructors; (b) The contractor shall plan, develop and execute targeted education and training programs, tailored to the specific commands and organizations in the enhancement of their civil-military mission capabilities. These programs shall be prepared in exportable formats for use by remote CCMR training clients; (c) The contractor shall develop programs and course material for Consequence Management, Combating Terrorism, Countering Ideological Support for Terrorism and International Homeland Security. This shall include research, analysis and inclusion in the instructional material of new laws, rules and regulations for the US government?s emerging Homeland security requirements. The contractor must also be able to provide analysis and develop unique materials for designated nations and organizations as tasked via task order; (d) the contractor shall conduct presentations, facilitate discussion, and lead or participate in seminar group activities. The contractor will develop, prepare, conduct, and refine curriculum. The contractor will conduct research and prepare reference materials for courses. Personnel fulfilling these responsibilities will be required to travel extensively throughout the COCOM areas of responsibility, and will be required to coordinate in their assign task areas with Department of Defense, Department of Homeland Security, Depart ment of State, Department of Justice, and host nations; (e) the contractor shall research, analyze and develop educational requirements and curriculum materials. The contractor shall be responsible for developing the course catalogue and, by task order, updating the course catalogue. The contractor shall be responsible for scheduling and resolving scheduling conflicts. In conjunction with the training, the contractor shall do all administrative tasks associated with the CCMR obtaining appropriate country clearance(s), releases, and force protection plans. When required by task order, it shall maintain operational databases of completed and projected events and draft routine or special reports for CCMR review; (f) The contractor shall plan and prepare educational, training and related presentations on civil military relations; peace operations; governance; building security; stability; reconstruction operations combating terrorism; reform/restructuring and transformation; and, shall provide education and training on E-IMET and other Security Cooperation programs. The contractor shall conduct presentations, facilitate discussion, lead or participate in seminar group activities; (g) The contractor shall provide training to foreign entities, identifying weaknesses, developing curricula, and training in the areas of planning, preparation, and the conduct of contingency operations; (h) The contractor shall translate the educational material to electronic form and prepare for its incorporation in an electronic medium. The contractor will provide instructional design, graphics, and voice-over capability as directed by individual task orders. The contractor shall be prepared to develop and apply multi-media technologies to training material as required by individual task orders; (j) the contractor shall provide administrative, budgetary, and other program support within contracted proximity CCMR for efforts on this statement of work. Technical liaison will be required on a periodic basis; (k) Proper performance of this contract will require classified work to take place on government facilities. Secret security clearance is required at time of award. The contractor will be required to perform on-site work where it will have access to classified information and facilitate storage of this material on a case by case basis. The very specifics of the classified work of a specific event will be identified in the individual task order/task order modification issued against the basic contract. Attendance at classified mission related meetings or conferences conducted at government sites and access to classified briefings, reports, plans and orders is required to fulfill proper performance of tasks assigned under this contract. All classified material needed for contractors to perform the functions under this contract will be provided from government sources and retained on government property. Retention of classified material at contractor owned or operated facilities will not be required or allowed.
