Description
The General Services Administration, Public Buildings Service (GSA/PBS), Physical Capital Asset Management Division (PGE) intends to negotiate, on a sole source basis with Carnegie Mellon University (CMU) located in Pittsburgh, PA to provide Workplace Environment Quality Reporting for the Office of Applied Sciences. The Office of Applied Science provides expertise crucial to PBS' future. The ability to field true experts, and to have a program that creates new knowledge, is something that none of PBS' competitors can do. In addition, understanding and influencing real property regulations and guidance can better position PBS' business. It differentiates PBS in a significant way; one that attracts and retains customers. The result of knowledge management-once created and operating effectively-is greater effectiveness in operations and decision-making. The result of maintaining and promulgating subject matter expertise is greater effectiveness in achieving PBS' customer-driven mission: to deliver superior workplaces for the federal worker, thus aiding them in achieving their missions for the American taxpayer. Carnegie Mellon University (CMU) is an Educational Institution, a Not-for Profit Organization assisting GSA/PBS with Workplace Environment Quality Reporting. At a minimum, services shall include measurement and reporting of indoor environmental quality, cross project analysis and the evaluation of workplace performance standards. The Government intends to award a firm fixed-price contract with a 12-month Base Period and four 12-month option years. The NAICS code is 611310. This Notice of Intent to Award is in accordance with FAR Part 5.205 and is for INFORMATIONAL PURPOSES ONLY. This notice is NOT a request for competitive proposals.
