Description
The United States Government currently occupies office and related space in a building under lease in Downtown, Washington, DC, that will be expiring. The Government is seeking to lease approximately 272,408 square feet of contiguous rentable square feet of office and related space. The space must yield a minimum of 250,000 contiguous ANSI/BOMA Office area square feet. The lease term requirement is for a 5year firm term with two (2) 5 year renewal options. The space must be available for occupancy by June 24, 2008. The delineated area is within the Central Employment Area (CEA) of Washington, DC, the Southwest Waterfront of Washington, DC and the area north of Massachusetts Avenue, known as NOMA. Other requirements applicable to this requirement include: The space should be located in a Class A office building that is new or modern and projects a professional and aesthetically pleasing appearance. The space should be located on the second floor or higher and should have included 11 inside parking spaces which must be reserved for the Government agency, and include signage to clearly designate them as such. The entire space must have a minimum column spacing of 20 foot on centers. The space must also be capable of housing one room of the size 2,150 square feet and the other room of the size 825 square feet, both of which shall be free of building columns throughout, contain a minimum ceiling height of 9 feet, and the capability of being configured for effective and efficient layouts. The space should be sufficient to meet Level IV security and safety requirements as defined by the Department of Homeland Security, Federal Protective Service (FPS) division. The building shall be manned by armed security guards that report to FPS. And there should be sufficient lobby and loading dock space for installation of magnetometers and x-ray machines for visitor, package/shipment and mail screening. NO ASBESTOS-CONTAINING FIREPROOFING, INSULATION, OR OTHER BUILDING MATERIALS WILL BE PERMITTED IN THE BUILDING TO BE OCCUPIED BY THE GOVERNMENT. This pre-solicitation does not include all of the government?s requirements. The Government is considering whether to remain in its existing lease space or relocate to alternative space. In making this determination, the Government will consider, among other things, the availability of alternate space that can potentially meet this requirement, as well as, the costs likely to be incurred through relocating, including replication of existing tenant improvements and telecommunications infrastructure and non-productive agency downtime, etc. Please send expressions of interest to: Kevin Terry Potomac Service Center Public buildings Service National Capital Region U.S. General Services Administration 301 7th and D Streets, Room 5052 Washington, DC 20407 Phone 202-708-4600 Or by fax: 202-708-7996 Or by email: kevin.terry@gsa.gov Expressions of interest must be submitted to the above address by 5:00 PM on September 27, 2006 and must include the following information: Building name and address, rentable square feet available and expected rental rate per rentable square foot, fully serviced, ANSI/BOMA Office area square feet (OASF) to be offered and expected rental rate per OASF, fully serviced, date of space availability, method of rentable space measurement, building ownership information, amount of parking available on-site and its cost-include whether expected rental rate includes the cost of the required Government parking, and a list of building services provided. The Government's decision regarding whether or not to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government?s requirements. With specific respect to expected rental rate information, the Government will assume the maximum rental rate authorized in the applicable lease prospectus related to this requirement in the event the respondent fails to include such information.
